City of Estacada, Oregon ("City") is requesting sealed proposals from qualified firms to provide wastewater engineering services for pre-design, design, and construction phase assistance for the Estacada Wastewater System Improvement Project. The schedule anticipates completion of the pre-design and design efforts to solicit construction bids by early 2024. City is seeking qualified firms to provide professional engineering services for all required tasks, including without limitation, the following: Pre-Design assistance to determine project feasibility, confirming the new plant location and pipeline alignments, assistance in securing needed properties or easements, assistance in securing the funding program; Design Phase Services include securing Clackamas County land use approvals, preparing a mixing zone study and securing DEQ permitting approval for the relocated outfall on the Clackamas River. Preparation of construction plans and specifications are required for a new membrane treatment facility, approximately 12,000 feet of new trunk sewer, plans for a transfer pump station and force main from the existing treatment plant site, and modifications of two existing pump stations; and Construction Phase Services to include administering the bid solicitation process, construction inspection and project administration. Upon complete of of the new facility, the consultant shall also provide engineering services to decommission the existing treatment plant to reclaim the site. As of October 19, 2023, a design team has been selected. Per owner, design will be completed by September 2024 and construction completed by mid 2026.
