Village of Spring Valley, Ohio; Water System Improvements - 2021, for the Greene County Department of Development. The Project consists of a multiple prime contract for the construction of a booster pump station with underground storage which will hold a 20,000-gallon clear well to replace the existing 100,000-gallon steel water standpipe. Demolition of the existing steel water standpipe will be bid out separately at a later date. Contract A consists of work associated with the Upper and Lower System Connections, Contract B consists of work associated with the Intermediate Pump Station, and Contract C consists of work associated with WTP Control Modifications. Bidders are invited to submit bids for individual contracts or a combination of any contract at their choosing. The Project will serve the Village of Spring Valley, Ohio located in Greene County, Ohio. Contract "A" ~ Upper & Lower System Connection - $100,000.00 Contract "B" ~ Intermediate Pump Station - $1,000,000.00 Contract "C" ~ WTP Control Modifications - $60,000.00 Total Estimated Construction Cost = $1,160,000.00 The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low- and very-low income persons, particularly persons who are recipients of HUD assistance for housing. The selected Contractor shall abide by the Section 3 obligations, as described at 24 CFR 75.19. The selected Contractor shall also meet or exceed labor hours benchmark goals: (1) Section 3 Workers: 25% or more of the total number of labor hours worked by all workers and (2) Targeted Section 3 Workers: 5% or more of the total number of labor hours worked by all workers. Finally, the selected Contractor must complete all Section 3 reporting obligations. The Board of County Commissioners reserve the rights defined in the Instructions to Bidders, including, but not limited to the right to reject any or all Bids and to waive any irregularities of Bids, should same be to the advantage of the County.
