**As of December 21, 2022, this project has not yet been awarded. A timeline for award has not yet been established.** The City of Huntington Beach (City) has elected to cease operations of the 3 City owned and operated oil wells and associated facilities (other than the leased Miley Keck Tank Farm). The City intends to award one (1) service contract from this solicitation to abandon the 3 oil wells, remove appurtenances, and abandon pipelines from the Civic Center to the Miley Keck Tank Farm. 1. Supply all materials, equipment, labor, travel, and services to plug and abandon the 3 wells and facilities according to specifications listed in the Well Conditions and Abandonments Specifications. See exhibits 1 through 3 for the well history of each well. 2. Well work and services shall be performed on the Civic Center lease located at 2000 Main Street, Huntington Beach, California as well the public right away from the Civic Center to the Miley Keck Tank Farm. The entrance to the parking lot is on Yorktown Avenue immediately north of the well. 3.The rods, rod pump and tubing shall be removed from the well and delivered to the designated laydown yard. The well shall be cleaned out to 2,950' or as deep as possible. All depths noted are KB measurements unless otherwise noted. Remove 5-1/2", 15# tie back sleeve if needed to meet Cal-GEM zonal isolation requirements. The rods, rod pump and tubing shall be removed from the well and delivered to the designated laydown yard. 4. Cut and pull 2-7/8" inner liner to allow recovery of tubing fish. Consideration should be given to removal of upper portion of inner liner and repair of casing holes from 2,304' - 2,345' prior to removal of remainder of inner liner. 5. Perform a CBL from cleanout depth to surface to ensure hydrocarbon isolation. If cement is bad, squeeze jobs may be required. 6. Isolate all the hydrocarbon zones, the USDW and the BFW. 7. All casing of the well, both inside and outside, shall be plugged with cement from at least 30 feet below the final cut down of the well to surface. 8. All casing shall be exposed and cut off 5' below ground level.
