As of March 2023, this project is expected to start in July of 2023. Estimated Cost: $190,000,000 to $245,000,000 Work includes: A) Installation of all work related to the Maintenance and Reliability Improvements at the Upper San Leandro Water Treatment Plant; B)Installation of seismic accelerometer and Uninterruptable Power Supply (UPS) at shore of USL reservoir; and C) Installation of all work related to the Chemical Systems Safety Improvements at the Upper San Leandro Water Treatment Plant and Sobrante Water Treatment Plant. This project will require multiple trades and types of work; for example (note: this list is not all-inclusive): demolition, saw-cutting, concrete coring, hazardous materials handling, grading, excavation, shoring, fill, concrete, shotcrete, rebar, waterproofing, roofing, tank construction, painting, industrial coatings, structural steel, bolting, mechanical, electrical, HVAC, pipeline, pipeline fitting, welding, plumbing, fire protection, crane equipment, handrails, guardrails, ladders, gratings and railings, doors and windows, fencing, trucking, hydroseeding, landscaping, paving, and other required work and trades. For additional description and information, see Document 00 41 02 Bid Form, Document 00 41 05 Description of Bid Items, Section 01 11 00 Summary of Work, and the remaining Contract Documents. Due to the project size and complexity of construction, the General Contractor, Electrical Subcontractors, and Excavation Support Subcontractors proposing to bid on this Project have been prequalified through a formalized prequalification process established by the District. A list of pre-qualified General Contractors, Electrical Subcontractors, and Excavation Support Subcontractors can be found in Document 00 21 13 Instruction to Bidders. Bids designating Electrical Subcontractors and Excavation Support Subcontractors not listed in Document 00 21 13 Instructions to Bidders, will be considered non-responsive. Refer to Appendix C in the Specifications for details pertaining to sole source products specified by the District. Bidders shall have an active Class A - General Engineering license from the Contractors' State License Board at the time of submitting bid. All work covered by the contract shall be completed within one thousand three hundred and ten (1,310) calendar days after the issuance of the Notice to Proceed (Contract Completion). Performance and payment bonds for not less than 100 percent of the contract price are required This is a public works contract. Prevailing wages are required on this contract. The prevailing wage rates are available on the Internet at portal. A copy of the prevailing wage rates is on file and available for inspection by any interested party on request at the District's Specifications and Engineering Support Section. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. This contract is subject to State Revolving Fund American Iron and Steel (AIS) requirements. Davis-Bacon prevailing wages are required on this contract. The Davis-Bacon prevailing wage rates are available on the Internet at portal. The Contractor and its subcontractors of any tier shall pay no less than the locally prevailing wages and fringe benefits paid on projects of a similar character. This project is subject to compliance monitoring and enforcement by the Department of Labor. *The value for this project is based on a financial range.
