We request your proposal for providing Commissioning Agent services related to the Frankfort Family Reena Residence, 155-165 Elm Ridge Dr. project. The following provides background on Reena, the current design for the new building, and the required scope of services. Richmond Architects Ltd. is developing the units and common areas. It will then commence the preparation of the permit, then tender drawings and specifications. We are seeking the services of a Commissioning Engineer for the following deliverables and tasks. Overall, the Commissioning Engineer is responsible for the development, implementation and update of the project Commissioning Plan and specifications, as well as the commissioning reports and documentation. The Commissioning Engineer also organizes and manages the commissioning activities, supervises and witnesses the completion of all commissioning inspection, verification and testing. The Commissioning Engineer collects the commissioning data, prepares and submit reports to Reena. The Commissioning Agent will report to the Reena Project Management department. Preconstruction and Tendering Preparation 1. Participate in creating the project execution method, division of responsibilities in the project management team between client, consultants, Construction Manager, and other stakeholders 2. Create and negotiate to all the team high-level commissioning plan, training plan for equipment and systems, particularly the BAS, checklists and protocols 3. The plan to include equipment sign off, system performance testing (i.e. heating and cooling systems) and Additional Testing/Monitoring during Peak Seasons 4. Delineate the roles, rights and responsibilities of all stakeholders in the commissioning process 5. Provide cost estimates for commissioning work 6. Provide commissioning schedule Design 1. Work with Reena, Architect and Consultants to prepare a document listing building systems performance indicators and expectations, BAS components and protocols, remote monitoring requirements 2. Assist the mechanical and electrical engineers, M.V. Shore Associates (1993) Limited in specifying and selecting the equipment with built-in networking capability and all associated components to obtain a fully functioning system. 3. Review of the proposed mechanical and electrical design/drawings and specifications for constructability, durability, serviceability, commissioning feasibility and design improvements. 4. Assess the design for risks and recommend mitigation measures Tender Preparation and Tendering 1. Create `Building Operations and Management Manual` requirements for the Construction Manager to formalize -including all the systems description and operation protocols (equipment/systems tests, maintenance and service agreements checklists, alarm signals protocols, seasonal and periodic prophylactic measures etc.) 2. Prepare of a detailed commissioning plan which then defines division of responsibilities, tasks and equipment that needs to be specified in the individual tender packages 3. Create/review contracts and other documents in the tender packages for commissioning clauses and recommend as needed 4. Participate in the process of reviewing the tender packages and issue recommendations Construction 1. Keep track and issue recommendations to the team on the Change Orders, RFIs, Field Orders, Site instructions, Drawings Revisions and Shop drawings. 2. Sign off on all the Engineering Change Orders, RFIs, Field Orders, Site instructions, Drawings Revisions and Shop drawings. 3. Assess all the Changes from the commissioning point of view 4. Participate in the progress meetings on monthly basis or as required 5. Participate in procurement meetings and assess value engineering initiatives 6. Complete site inspections as needed in advance of the commissioning work 7. Plan, schedule, and oversee all commissioning activities. Prior to commissioning the contractors will be responsible for the installation and commissioning of individual pieces of equipment 8. Submit monthly and other commissioning status reports which include the commissioning issues log. 9. Recommend acceptance of the project equipment, systems and assemblies. Work with the engineers to identify mechanical and electrical deficiencies and items yet to be completed as well as their associated costs prior to the issuance of the Certificate of Substantial Performance of the Contract by the architect. 10. Assemble and submit the final commissioning test results, sign off forms and project closing documents package including warranties and equipment manuals 11. Participate in property personnel instructing on equipment and systems operation, maintenance, testing and servicing 12. Work with the engineers and the trades to successfully resolve items raised during work on site. This will include post-construction items during the warranty period. 13. Participate in creating deficiency lists and resolving disputes during project handover 14. Review of percentage completed for your discipline on the monthly draw for issuance of the Certificate for Payment by the architect Post-construction 1. Sign-off on `Building Operations and Maintenance Manual` from the Construction Manager formalizing all the systems description and operation protocols (equipment/systems tests, maintenance and service agreements checklists, alarm signals protocols, seasonal and periodic prophylactic measures etc.) 2. Define the list of required agreements, then prepare servicing/maintenance/monitoring agreements for the building systems and equipment 3. Prepare the training program including the training manual, scheduling the training sessions, and lead the training activities with Reena staff and contract maintenance companies 4. Participate in resolving disputes pertaining the systems and equipment proper operation and performance issues during the warranty periods 5. Final sign off on equipment testing, system performance testing and additional testing/monitoring during seasonal performance testing. Please be aware that, as the building will receive public funding, it will be necessary to incorporate features or meet requirements that go beyond meeting the Ontario Building Code (OBC). In order to maintain operating costs low and as a funding requirement, we need to achieve a 40% reduction on currently mandated energy standards. This building may include the use of geothermal energy. A Building Automation System will be designed to tie to the mechanical components. The method of contractor selection has not been determined at this time.
