Removal of existing exterior coating with heavy metal containment, abatement & disposal Coating exterior of tank with new epoxy/polyurethane system; Removal of existing interior coating and painting of tank interior with 3-coat epoxy system; Structural repairs including miscellaneous chipping and grinding, seam sealing, grout repair, rafter repair, and foundation repair; Replacement of existing 24-inch diameter shell hatch with a 30-inch diameter hatch; Installation of clog-resistant vent; Installation of flexible connections at tank inlet and outlet pipes; Relocation of tank overflow pipe to exterior of the tank; Modification of existing drainage piping; and Ladder modifications including replacing the exterior ladder, installing a safe-climbing device on the new exterior ladder, removal of the exterior ladder safety cage, and modification of platform safety rails; Installation of tank mixing system. The proposed project is located at 11800 SE Stanley Ave, Milwaukie, OR 97222 The funding for this project is provided using federal dollars received by the City through the American Rescue Plan Act of 2021 (Federal Award #1505-0271; CFDA #21.027). The provisions of the Davis-Bacon Act (40 U.S.C. 3141 et seq.) apply to this federally-funded public improvement project. The work is a public works project subject to ORS 279C.800 to 279C.870. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279.029. Each bid must be submitted on the prescribed form and accompanied by a Surety bond, irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, or security in the form of a certified check or cashiers check made payable to the City of Milwaukie in an amount equal to ten percent (10%) of the bid amount. The City reserves the right to reject any or all bids for good cause, reject any or all bids upon a finding by the City that it is in the public interest to do so, or to accept that lowest bid. Bids may be held by the City for a period not to exceed sixty (60) days from the date bids are due for the purpose of reviewing Bid Documents and investigating qualifications of bidders.
