As of October 17, 2023, an engineer has been selected for the project. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Depending on the project location, individuals may be required to wear masks to attend meetings and for a firm to be eligible to submit bids / quotations / proposals. Bring and be prepared to wear a mask if required upon arrival. Requirements may change at any time and any updated guidance must be followed. The Michigan Department of Transportation (MDOT) in partnering with the Department of Technology, Management and Budget (DTMB) is seeking the services of a professional engineer to provide design and construction management services to address the combined storm - sanitary sewer system backflow issue at the MDOT Detroit Garage. During heavy rain conditions, the floor area of the MDOT cold storage building (32,000 SF + / -) becomes flooded and creates a potential safety hazard. See attached photo(s) for the severity of the building floor flooding. The combined storm - sanitary sewer system locate don-site is to be redesigned as needed to accommodate a 100-year storm and to eliminate all backflow and flooding issues. A detention pond most likely will be needed to provide an acceptable influent rate to the City of Detroit combined storm - sanitary sewer system. Active communication with the City of Detroit will be expected to produce a final solution. In 2003, an Environmental Site Assessment (ESA) Phase I was performed and indicated potential on-site soil and groundwater contamination. Therefore, ESA Phase II is required due to future construction activities. The attached documentation includes but is not limited to: Corby Energy (and Spicer Group) Stormwater Drainage Report and related items (survey information, storm sewer cleaning and videoing information, calculations, etc.), Environmental Site Assessment (ESA) Phase I will be made available to the selected professional to use at their own discretion for the project. Phases - Deliverables: Combine Phases 100 through 500 as you see fit. Provide complete calculation at the end of Phase 500. Design Meetings: o Kickoff First Meeting - At Site o 30% - First Deliverable with Cost Estimates. Meeting will be online using Microsoft TEAMS o 75% - Second Deliverable with Cost Estimates. Meeting will be online using Microsoft TEAMS o 95% - Third Deliverable with Cost Estimates. Meeting will be online using Microsoft TEAMS o 100% - The final meeting deals with specifications and front-end bidding documents. Plan on at least two (2) hours for this call. Allocate $20,000.00 for communications with the City of Detroit. This allowance is also to cover the cost to be paid to the City of Detroit to jackhammer concrete in MH 1105. Each proposer to present their own work schedule. For bidding and contracting, assume three (3) months from the time plans and specifications are 100% complete to the time when the Pre-Construction meeting is held.
