Project Description: The improvements to be completed at the Section 10 WRP include the construction of a new headworks building which will contain Owner supplied precast influent channels, mechanical screens, conveyors and wash presses. The Contractor will be responsible for installation, testing and startup of the Owner supplied materials and equipment, as well as for furnishing and installing necessary materials and equipment to perform site excavation, installation of new yard piping, construction of concrete foundations, walls and floors, masonry block walls, a roof system, doors, hatches, grating, stairs, HVAC systems, odor control piping and treatment system, conduit for controls and electrical wiring, and electrical equipment. Work will involve connections to existing plant piping, protecting underground utilities, asphalt patching, replacing concrete curb and gutter and overall site restoration disturbed by construction and coordination with the Owner's supervisory control and data acquisition programmer. BONDS: Bid Bond: 10% Payment Bond: 100% Performance Bond: 100% LIQUIDATED DAMAGES FOR FAILURE TO ENTER INTO CONTRACT The successful bidder, upon failure or refusal to execute and deliver the Agreement, Bonds, and certificates required within ten calendar days from the date of the Notice of Award, shall forfeit to the Owner, as liquidated damages for the failure or refusal, its bid bond and shall owe the Owner the difference between its bid and the amount of the contract actually entered into with another party. Project Completion Date: 270 Calendar days or less after Notice to Proceed. Construction must be complete and new headworks placed into service by June 7, 2024. Technical questions regarding the substance of this IFB must be submitted in writing or by email and received no later than August 6, 2023. Only those plan holders registered with the City of Bullhead City will receive any modifications to the plans, specifications and bid documents and any notices that are issued during bidding. City of Bullhead City reserves the right to accept or reject any or all bids or any part thereof and waive informalities deemed in the best interest of the City. The work shall occur in the areas as shown on the Drawings which are within the site of the Section 10 Water Reclamation Plant (WRP). The plant is located west of Highway 95, at the end of Richardo Avenue in Bullhead City, Arizona. A. The Contractor shall, except as otherwise specifically stated in applicable parts of these Contract Documents, provide and pay for all labor, materials, equipment, tools, construction equipment, bypass equipment, temporary equipment, facilities, and services necessary for the proper execution, testing, and completion of the work. B. This project will provide the Owner with a new headworks building which will contain Owner supplied precast influent channels, mechanical screens, conveyors and wash presses for the removal and disposal of trash and debris prior to the water reclamation plants influent pump station and generally consists of the following major items of work: 1. Construction of a new headworks building consisting of site excavation, installation new yard piping providing connections to existing systems. 2. Installation of Owner supplied equipment and material consisting of precast influent channels, mechanical screens, conveyors and wash presses and equipment control panel. 3. Contractor procured and installed concrete foundations, walls and floors, masonry block walls, a roof system, doors, hatches, grating, stairs, HVAC equipment and ducting. 4. Contractor procured and installed odor control piping and treatment system. 5. Contractor procured and installed electrical conduit, wiring, equipment and power and control. 6. Grading and site work associated with the improvements in and around the new headworks building to control new drainage from the building and existing site drainage. 7. Protecting the existing plant water system and maintain its operation during construction. 8. Protecting the influent sewer main and maintain its operation until the new building is constructed and the new equipment is operational. 9. Bypass pumping to divert the entire flow of the Section 10 WRP away from the new headworks building in order to complete the improvements and make the necessary connections to the existing piping while maintain the operation of the plant water system via a temporary connection. 10. Connect the new equipment to existing plant power, SCADA and plant control systems. Coordinate with the City's SCADA provider for programming and startup of the equipment. 11. Other miscellaneous work as shown on the Drawings.
