The Confederated Tribes of the Colville Reservation (CTCR) Anadromous Fisheries Division is seeking proposals from construction companies capable of completing habitat restoration project at - RM 1.0 on Salmon Creek as designed (see attachment). The project, once awarded, is expected to be completed within three weeks. The Colville Confederated Tribes Anadromous Fisheries Division in a continued effort to rehabilitate habitat to benefit native salmonids has conducted site surveys within Salmon Creek. The site surveys and meeting with adjacent landowner resulted in a design that has been supported by the landowner and City of Okanogan. The purpose of the project is to redirect stream flow into a single-channel and away from an actively eroding and unstable stream bank. Perennial flow is managed from two storage reservoirs in the upper watershed. Currently the summer/winter base flow is targeted at 3 cfs during the time of construction. This flow will likely need to be diverted during construction. The structural components of the design are large wood measuring 22 to 35 feet in length have been secured but will need to be transported from the current location to the site (approximately 5 miles). Three to four ft. diameter boulders required for the ballast of the logs will likely be available on site. The five to six ft. diameter boulders will need to be transported to the site. The Tribes reserves the right to reject any or all proposals, to waive any minor informalities or irregularities contained in any proposal, and to accept any proposal deemed to be in the best interest of the Tribes. Deadline for questions: June 14, 2023 Unauthorized contact with other tribal employees regarding this RFP may result in disqualification. All oral communications will be considered unofficial and non-binding on the Tribes. All questions must be submitted no later than 5:00 p.m., PST, June 14, 2023.
