SYNOPSIS The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the purchase of Breaker Switchgear Assemblies and Medium Voltage Buses for the Bonneville Powerhouse I Main Unit Breaker Replacement, at Bonneville Dam in Oregon. The proposed project will be a competitive, firm-fixed price (FFP) construction contract. See Attachements for solicitation, specifications, and drawings. The HUBZone 10% price evaluation preference w ill be applied as required. Acquisition Strategy: This acquisition will be solicited in accordance with FAR 15 Contracting by Negotiation. The contract will be awarded using the provisions of FAR 15 utilizing "Best Value/Trade-Off Analysis" procedures. Based on the Best Value/Trade-Off Analysis, the Government expects award will be made to the Offeror proposing a combination of technical, past , and price factors, which offer the best value to the Government.
