All questions must be submitted no later than 1:00PM (Central Time) on June 10, 2022. The anticipated timeline for selection and the project is shown below. This timeline is subject to change but should be used for planning purposes by the respondent. A submission of a qualification by the respondent should be a certification that the milestones listed below can be achieved by the respondent. Chambers County School District plans to construct a new 1,000-1,200 student high school on a site yet to be determined in Chambers County, AL. Chambers County plans to have two different design packages for construction in order to meet the required timeline for construction. Those packages are intended to be an early site grading and utility package and a building package. In addition to the services listed below associated with the new high school, the Design Professional will also be responsible for assisting with site selection and use of the Educational Specifications developed by Chambers County to develop the design. Chambers County will also be decommissioning 3 different schools in the Summer of 2022 that the Design Professional will be responsible for assisting examination of existing conditions of the school (i.e. utilities, systems, entrances, etc.) to develop a suitable decommissioning plan to shut down the schools for an extended period of time. The scope of work includes program validation and full design services (A through E) as defined in the Alabama Division of Construction Management Manual of Procedures. Documented success in construction, cost management, thorough and timely services, and accurate document production will be considered in the evaluation of qualifications. The estimated project budget for this project is $60 - $70 Million with this total subject to change once a program is fully developed. The types of funding are expected to be a combination of available Public School and College Authority (PSCA) funds and local funds. The term of the agreement will be for the duration of the new high school design, construction and closeout phases, a timeline of which can be inferred from the timeline outlined later in the RFQ. The design services will be contracted in accordance with fees and hourly rates using the Manual of Procedures of the State of Alabama Department of Finance, Real Property Management, Division of Construction Management (DCM). The method of contractor selection has not been determined at this time.
