Construction shall include, grinding, asphalt paving, ADA concrete improvements, adjustment of existing sewer and storm drain manholes, water valves to finish grade, installation of new traffic signal loop detectors, traffic signal modifications, new traffic signal cable and new loop amplifiers within the existing traffic signal controller cabinet, removal and replacement of existing traffic signal loops, application of new traffic markings and signs to current MUTCD standards. Bidders are advised that, as required by federal law, the City of Clovis is implementing new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE). Section 2, "Proposal Requirements and Conditions," under subsection titled "Disadvantaged Business Enterprises (DBE)" and Section 5, "General," under subsection titled "Performance of Subcontractors" of these special provisions cover the DBE requirements. The DBE Contract goal is sixteen percent (16%). The Agency may consider the DBE commitments of the 2nd and 3rd bidders when determining whether the low bidder made good faith efforts to meet the DBE goal. This project is subject to "Buy America" requirements of the Surface Transportation Assistance Act of 1982 (Section 165), and the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) Sections 1041(a) and 1048(a), Title 23 CFR 635.410, and the regulations adopted pursuant thereto. This project is also subject to the Cargo Preference Act (CPA) implementing regulations in Title 46 CFR 381, "Cargo Preference - U.S.-Flag Vessels", for all Federal-aid projects. Time of completion for the Project shall be Twenty Five (25) Working Days MBE (26.1%), WBE (6.9%), DBE (16%)
