Bids sent through the US Postal Service or other delivery service is done so at the bidder's own risk. ALL DOCUMENTS MUST BE ORIGINAL. FACSIMILE OR PHOTOCOPIES ARE NOT ACCEPTABLE. The project consists primarily of the milling and resurfacing of various streets at various locations within the Township including minor drainage improvements like resetting castings. Resurfacing limits may be sections of a road or entire streets as directed by the Township. A list of the specific streets and quantities will be provided prior to the start of construction. Major estimated quantities are as follows: Hot Mix Asphalt Milling, 3" or Less 82,050 S.Y. HMA 9.5M64 Surface Course, 2" Thick 10,400 Tons Concrete Curb 2,000 LF Granite Block Curb 1,000 LF Concrete Sidewalk, 4" Thick 1,000 SY Detectable Warning Surface 500 SF. Bids or proposals shall be made on the forms provided. Please note due to Covid-19 the Municipal Building, where the Purchasing Office is located, may be locked to the general public. There are six (6) entrance doors to the building. Each door will have a sign containing the bid information, the number of the door (#'s 1 thru 6) and two Purchasing Office phone numbers (973-263-4281 & 973-263-4377). Anyone wishing to pick up plans and specs should call either phone number listed here, identify which numbered door you are at and someone from the Purchasing Office will come to that door and assist you. The successful bidder shall be required to deliver to the Township an executed Performance Bond of the responsible indemnity company authorized to do business in the State of New Jersey. In lieu of a Certificate of Surety, the bidder shall submit, at the bid opening, a certified check or cashier's check in the amount of one hundred percent (100%) of the total amount of the bid. Bidders are required to comply with requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27. In addition bidders must also comply with the following New Jersey Statutes: N.J.S.A. 40A:11-18 American Goods and Products to be Used Where Possible N.J.S.A. C.40A:11-21 Guarantee to be Furnished with Bid N.J.S.A. C.40A:11-22 Surety Company Certificate N.J.S.A. C.40A:11-16 Listing of Subcontractors N.J.S.A. C.52:32-44 Business Registration N.J.S.A. 34:11-56.25 et seq N.J. Prevailing Wage Act: Public Policy N.J.S.A. 34:56-27 N.J. Prevailing Wage Act: Required Contract Provisions N.J.S.A. 34:56-28 N.J. Prevailing Wage Act: Specification of Prevailing Wage Rate by Craft in Contract All Bidders and their Subcontractors must comply with the requirements of the New Jersey Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. The Specifications as amended in Section 108.11 indicates that this Contract provides forty-five (45) days for substantial completion of the work. All work associated with this project must be completed no later than September 1, 2022. Bid proposals must be placed in sealed envelopes addressed to the Office of Purchasing, Township of Parsippany Troy Hills, 1001 Parsippany Boulevard, Parsippany, New Jersey 07054 and marked plainly on the outside with the bid description and the name and address of the bidder marked clearly on the outside of the envelope. The Township of Parsippany Troy Hills reserves the right to reject any and all bids or to waive any minor informalities or irregularities in the proposal received and award a contract to the lowest responsible bidder as required by N.J.S.A. 40A:11-4. The Township further reserves the right to consider all bids for sixty (60) days after the bid opening before awarding a contract. The Specifications as amended in Section 108.11 indicatesthat this Contract provides forty-five (45) days forsubstantial completion ofthe work. All work associated with this project must be completed no later than September 1, 2022.
