This Request for Supplier Qualifications is an invitation by Parkland County to prospective respondents to pre-qualify for eligibility to provide General Contractor Services for the Entwistle Water Reservoir Construction, as further described in Section A of the RFSQ Particulars (Appendix A) (the "Deliverables"). The scope of this project is to construct a new water reservoir and pumphouse. This will be accomplished by constructing a 1,900 m3, two (2) cell, underground reinforced concrete, potable water reservoir, and pumphouse located on previously undeveloped land procured by Parkland County. This will be complete with concrete baffle walls installed inside each cell to promote plug flow and minimize short circuiting and stagnation in the reservoir. There is a separate clear well for the pumps, a valve vault, and a drywell. The reservoir will also require access hatches and ladders as well as safety davits. It will be covered with drainage fabric, 4" of insulation, and fill. A weeping tile system will be included around the reservoir and will have a pump out system. The pumphouse will be a precast concrete building with a flat roof complete with stainless steel piping systems, electrical/instrumentation/controls/communications, a HVAC system, and 5 vertical turbine pumps run on variable frequency drives (VFD's). The pumphouse will be divided into a pump room, electrical room, washroom, and office/lab room. The General Contractor's scope of work will include delegated design of the precast building. The pumphouse will have a separate standby power generator outside housed in a skintight enclosure which will be installed near the pumphouse. Shallow utility connections for sanitary sewer, natural gas, power and communications will also be included. The pumphouse equipment will require communications, programming and system integration for SCADA and controls. Note that the systems integration work will fall under a cash allowance in the construction contract. The reservoir will have underground piping to connect to the existing distribution watermain running along 45 Avenue. The WILD water line will be extended from the intersection of 45 Avenue and 49 Street to the new reservoir. A new sanitary service also has to be installed from the existing sanitary main to the north-east side of the new pumphouse building. Site grading to accommodate existing drainage and a fence to enclose the site. A gravel access road approximately 1,000 square meters in area that will tie into 45 Avenue. Topsoil placement and hydro seeding of all disturbed areas. The work will generally include but is not limited to the following: Excavation; Concrete work; Process and Mechanical work (equipment and piping); Electrical Controls (levels and alarm); Heating and Ventilation; Construction of small buildings; and Earthwork including site grading and storm water work.
