In April 2023, the City of San Gabriel (City) was awarded a grant through the Los Angeles County Regional Park and Open Space District (RPOSD) to formalize the unofficial access path from Vincent Lugo Park to the east side of an existing bridge over Alhambra Wash near Newby Avenue and Abbot Avenue and replace the existing worn-out pedestrian bridge. Once the area is improved, awareness and visitation to Vincent Lugo Park will increase because of new wayfinding signs and path improvements. The bridge restoration and path improvements will also enhance public safety. A preliminary scope of services is provided below. Specific details of the scope of work, deliverable schedules, and fees for each project task/phase will be negotiated after the engineering consultant selection. Engineering work is expected to begin upon consultant selection. The contract may be amended at a later date to include additional related services if deemed necessary by the City. The City anticipates that all engineering work must be completed by March 26, 2024. The Request for Proposals is not an offer or a contract. The City reserves the right to 1) Accept or reject any or all proposals; 2) Waive any requirement of this RFP 3) Negotiate with any or all responders and 4) Modify or cancel this RFP. The City will not compensate or reimburse the responders for costs incurred in the preparation of any proposals under any circumstances. The new proposed trail includes constructing a 0.15 mile ADA-compliant trail to the established 0.5-mile loop trail in order to safely access the pedestrian bridge from the south end of Vincent Lugo Park. Replacement of the existing pedestrian bridge includes demolition of the existing bridge (the two existing steel I-beams shall remain) and construction of a new pedestrian bridge utilizing the two existing I-beams across Alhambra wash to connect between West Newby Avenue and Hovey Avenue. Improvement of the existing paved path shall include resurfacing the asphalt pavement with cool surface coating from the east end of the pedestrian bridge to the west end of Hovey Avenue.
