Reference number : 1717793 Deadline for receipt of complaints: 2023-05-15 Submission sent electronically accepted: Yes, in a single submission document Expected duration of the list of qualified service providers (in months) 24 QUALIFICATION OF CONTRACTORS COMPLEX WORKS - CONSTRUCTION AND REPAIR OF STRUCTURES The Ministère des Transports et de la Mobilité durable is relaunching the qualification of contractors prior to the conclusion of certain contracts for complex works of construction and/or repair of specific works of art . For the purposes of applying this qualification, a bridge is defined as being a structure whose span is 4.5 meters or more. According to the spirit of this qualification, the duly qualified contractor may be granted contracts for complex works among the following: Construction of certain types of new bridges; Replacement of decks of certain types of existing bridges ; Certain bridge repair or reinforcement work. To be considered complex construction work by the Minister, and thus be reserved for qualified contractors, this work must involve the construction of the following structures: Overpasses (over road or rail); Single-span bridges, over 40 meters; Multi-span bridges; Cast-in-place prestressed concrete deck bridges; Bridges with a bias of more than 35 degrees; Non-standard bridges including: cable, arch, truss, box girder, leg, curve, movable and road tunnel bridges; Bridges using an accelerated construction technique (ABC), including: precast slab panels, precast deck systems, and deck lateral slides. Culverts and steel-wood bridges (steel beams and wood decking) are not considered complex works. To be considered as complex repair work by the Minister, and thus be reserved for qualified contractors, this work must cover the following repair work: Reinforcement of a bridge by means of prestressing cables; Reinforcement of a bridge using bonded composite materials; Replacement of the slab on beam of a bridge in more than two phases of work, excluding the connection phases (whose width is less than 2 m); Reconstruction of the exterior sides of a thick slab or reinforced concrete gantry type bridge; Replacements of hangers or guys for cable bridges; Repair to the walls or roof of a road tunnel. Notwithstanding the aforementioned list, the Minister reserves the right to add any type of repair work when he deems that this work is complex, that it requires special expertise in the field of engineering structures and that the expertise thus sought is consistent with that required in this qualification program. This notice of qualification is intended for all unqualified contractors interested in being part of the list of companies and resources (project managers and technical representatives) qualified to participate in calls for tenders for complex construction and/or repair of specific works of art. This list came into effect on January 1 , 2023 and will end on July 31, 2025. This qualification notice is also intended for contractors already qualified on notice SC-2022, but wishing to add, replace or remove resources from their list of project managers and technical representatives. Contractors registered on the list of qualified complex work contractors currently in force do not have to submit a new request for qualification if they do not have any changes to make. The procedure described in article 4 "Development and presentation of the request for qualification" of the "Instructions to contractors" must be used. Only qualification requests submitted by contractors having an establishment in Quebec or in a territory covered by the applicable agreements, who meet the required qualification criteria and who hold an ISO registration certificate in accordance with the ISO 9001 “System of quality management”, issued by a registrar accredited by the Standards Council of Canada or by an accreditation body recognized by it (or a certification certificate). In subsequent complex contracts, whether or not there is related work, a qualified contractor may bid jointly with an unqualified contractor (consortium). The qualified contractor must carry out the minimum threshold of activities identified by an asterisk in Table 1 "List of complex work implementation activities" of the Contractor's Experience form , if applicable, including at least one (1 ) of the two (2) concrete placement activities. The qualification of a contractor does not guarantee that the latter will be awarded a work contract covered by this qualification. The Ministere does not undertake to accept any of the requests for qualification received.
