The scope of work is generally for constructing traffic signal hardware upgrades at various locations throughout the City of Concord. Work shall include traffic control, water pollution control program, clearing and grubbing, removing and salvaging signal equipment, abandoning signal cabinet foundations, installation of conduit, pull boxes, cabinet foundations, push button post foundations, signal hardware upgrades, installation of City-furnished controllers and signal cabinets, PG&E coordination, and such other items or details that are required by the Plans, Standard Specifications, the Special Provisions and as directed by the Engineer The Engineer's estimated construction cost ranges from $2,000,000 to $2,300,000 for the base bid plus additive bids. The Contractor shall possess at least one of the following valid Contractor's licenses at the time the bids are opened: Class "A": General Engineering Contractor, or; Class "C-12": Electrical Contractor. The DBE goal for this project is 13%. The Contractor shall have completed within the last five years a minimum of three Capital Improvement Program (CIP) projects for one or more public agencies; these projects shall involve work of similar type and complexity, each project valued at not less than $1,240,000.00. The federal wage rates are listed in the appendices of the special provisions. The Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code and with applicable City regulations. Such securities, if deposited by the Contractor, will be valued by the City's Finance Director, whose decision on valuation of the securities will be final. In order to ensure that all bidders receive notification of addenda or amendments to bid proposals, the City has selected BPXpress Reprographics as its exclusive provider of bid specification and proposal forms. All bids shall be presented under sealed cover and shall be accompanied by cash, cashier's or certified check or a bidder's bond executed by a corporate surety insurer. The bidder's guarantee shall be in an amount equal to at least ten percent (10%) of the amount bid and made payable to the city of concord.
