The project consists of upgrades to the overall compressed air system at the Jones Island Water Reclamation Facility, including demolition and removal of multiple compressors, dryers and air receivers; providing two new banks of compressors, dryers and receiving tanks; installation of new remotely located receiving tanks; providing a new control system for the compressors and ancillary equipment to allow them to operate as a single compressed air system; removal of other remote compressors; and compressor air piping upgrades. Bids must be submitted on the forms provided and accompanied by a Bid Bond on the form provided or cash or certified check or cashier's check, payable to the Milwaukee Metropolitan Sewerage District in an amount not less than 5% of the bid amount. If the Bidder elects to furnish bid security other than a Bid Bond, the bid security must be in the Owner's possession at 260 West. Seeboth Street, Milwaukee, Wisconsin prior to the deadline for submission of Bids. All Bidders, irrespective of the Bidder's SBE/WBE/MBE goal stated in the Bid, must submit with the Bid, documentation of good faith efforts by the Bidders to ensure that small, women's and minority businesses are used on this project as sources of supplies and services. The District encourages small, women's, and minority businesses to submit bids as a prime contractor. Bidders must agree to comply with the LOCAL WORKFORCE PARTICIPATION requirements stated in the REQUIREMENTS FOR BIDDERS of these Contract Documents. All questions related to this proposed contract, pre-bid presentation, site tour, or interested bidders list must be directed in writing to Nathan Churchill, nchurchillmmsd.com, no later than 7 days before the bid opening date. Questions received after this deadline or directed to other contacts at the District will not be recognized Bids shall remain effective and may not be withdrawn by the Bidder for at least 120 days from Bid due date. The time for completion of the Contract shall be 900 days from the date of Notice to Proceed. It is called to the attention of the Bidder that the time of completion of the work under this Contract is the essence of the Contract. The District reserves the right to reject all Bids or any Bids not conforming to the intent and purpose of the Contract Documents and to waive any informalities therein (13% MBE, 2% WBE, 5% SBE/VBE)
