The work to be completed shall consist of furnishing all labor and equipment necessary to replace approximately (3,000) 5/8"x3-4", (30) 1", (15) 2", (4) 4", (2) 6", (2) 6" fire, and (1) 8" fire water meters with transmitters complete with reconnection of existing water services with Sensus AMI meters. Work will also include replacement of deteriorated meter boxes where needed. Meters, transmitters, and meter boxes will be supplied by the Owner. Time allotted for completion of work is 180 consecutive calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in two (2) Contracts. Contract A will consist of furnishing all labor and equipment necessary to replace all water meters that are sized 2" and smaller, and Contract B will consist of furnishing all labor and equipment necessary to replace all water meters that are sized greater than 2". No proposal may be withdrawn after the closing time for the receipt of proposals for a period of sixty (60) days except as specifically may be provided in the Instructions to Offerors and/or by State Law. No pre-proposal meeting will be held for this project. All other questions may be directed to the issuing office, Carter & Sloope, Inc., Watkinsville, GA, 706-769-4119. Offerors must demonstrate the following in order for the proposal to be accepted: A. Successful Installation of a minimum of three (3) projects equal to or greater than the scope of this project, each with a minimum time in operation of one (1) year. If less than three (3) installations, so state and give reason why. Provide the address and Owner contact information and the installation date for each. B. Installation of a minimum of 20,000 AMR/AMI equipped meters in the past five (5) years including on-staff personnel with previous experience installing Sensus AMI Water Meters. C. Key personnel must have been actively involved in the development, management, and implementation of at least (5) AMR/AMI conversion projects. D. Successfully performed similar work for a minimum of three (3) years under their current business entity name. E. The Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A. 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must all employ a "Utility Manager" certification holder who will have oversight of all the utility work. Therefore, the Contractor submitting a bid must list the license number of the Contractor performing the utility contracting on the Proposal form and provide proof of a valid license. See Instruction to Offerors for additional requirements. Proposals shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base cost. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful offeror if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. No additional easements and rights-of-way are expected to be needed. There will be an additional $30.00 submittal fee All qualifying Contractors and Subcontractors performing work with the City of Thomson must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Proposal to be considered,it is mandatory that the Offeror's Affidavit of Compliance with O.C.G.A. 13-10-91 be completed and submitted with the Proposal. Owner reserves the right to reject any or all Proposals, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Proposals and to reject the Proposal of any Offeror if Owner believes that it would not be in the best interest of the Project to make an award to that Offeror, whether because the Proposal is not responsive or the Offeror is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Funding is to be provided by The Drinking Water State Revolving Fund, administered by the Georgia Environmental Finance Authority (GEFA).
