County is soliciting interest from consulting firms with expertise in civil design, environmental analysis and permitting, and right-of-way acquisition for the Upper Pearl Hill Bridge Replacement project. Upper Pearl Hill Bridge was constructed in 1953 over Jordon Creek approximately five miles east of the Town of Bridgeport, Washington. The bridge is a 29-foot long and 25-foot wide single span steel girder bridge that is founded on driven steel piles with timber backwalls abutments. Pearl Hill Road is classified as a Rural Major Collector and has a current average daily traffic (ADT) count of 112. The route serves as a detour for State Route 17 during emergencies. The project is expected to begin work immediately upon contract approval. Funding has been allocated through the Federal Highway Bridge Program and local sources. The project will need to comply with the requirement for federally funded projects, including those of the American with Disabilities Act, Equal Employment Opportunity Act, and Civil Rights language for Douglas County. The work expected to be performed by the Consultant includes completion or assistance with project management, geotechnical engineering analyses, hydraulic engineering and drainage, alternative analyses, structural engineering and design, permit preparation, right-of-way acquisition, environmental analyses and mitigation, consultant-local agency coordination, and construction engineering.
