The City of Columbus, Department of Public Utilities is in the process of implementing Blueprint Columbus in targeted neighborhoods throughout the City to address overflows that occur from the City's sanitary sewer system during periods of wet weather. Blueprint Columbus focuses on eliminating the source of the problem, which is rain water entering the sanitary sewer. There are four components that make up Blueprint Columbus: lining resident's sewer lateral, a voluntary sump pump program, redirecting roof water runoff away from the home's foundation drain, and installing green infrastructure on right-of-way property to treat the runoff before it enters the storm sewer system. The purpose of this RFP is to retain up to two consultants that will work closely with Blueprint Columbus teams to provide the public outreach and engagement necessary to ensure that the program is successfully implemented. 6.1 Proposals shall be uploaded to the Bonfire portal. The goals of the Blueprint Columbus Public Information Outreach project are to: 1. Obtain proactive feedback from Blueprint Columbus neighborhood residents deploying an equitable lens through inclusive, accessible, and authentic engagement with neighborhood residents during the design process. 2. Engage Columbus residents and key stakeholders in Blueprint Columbus goals, activities, and education and share information transparently. 3. Maintain a responsive resident interaction process and share information transparently throughout Blueprint Columbus design and construction. The consultant will be responsible for implementing communication strategies in active Blueprint Columbus neighborhoods. This includes providing general project information and education; receiving resident inquiries and coordinating responses with other Blueprint Columbus teams; and providing support to the design and construction teams. The consultant will consolidate resident feedback for the City to identify issues and recommend strategies/solutions. Blueprint Columbus (Blueprint) is the branded name of the City's effort to eliminate sanitary sewer overflows with a two prong approach: eliminate the excess rainwater that is entering the City's sanitary sewers and direct that rainwater to green infrastructure in the right of way. The removal of the rainwater from the system is commonly called inflow and infiltration (I/I) removal. Blueprint includes three primary technologies for I/I removal: rehabilitating or lining sewers (including private sewer laterals between the home and the main line sewers, as well as the City's mainline sewers); redirecting roof water away from the foundation of the home; and a voluntary sump pump program. These three technologies, along with the green infrastructure component, are referred to as the four pillars of Blueprint.
