The Town of Centreville 101 Lawyer s Row Centreville, MD 21617Tel. 410-758-1180; Fax. 410-758-4741 Request for Qualifications Engineering Services The Town of Centreville is accepting sealed hard copy submissions from qualified and interested civil engineering firms for the following project: Engineering services to review the entire existing terra cotta South Interceptor sewage collection from the South Pumping Station running west to the existing Front Street Pumping Station. The purpose of the Study and its associated Rough Order of Magnitude (ROM) Cost Estimate is to determine the best practical design by which existing and future flows currently carried in the South Interceptor can be captured and rerouted to the WWTP thus allowing the South Interceptor to be removed from service. The Engineer's submission of five (5) hard copies and one (1) digital copy shall include the following: 1. Full Company Profile 2. Resume of Senior Professional Engineer performing the work and those of the study team. (No substitutions of team members will be permitted after award). 3. References from a minimum of five (5) Municipal (preferred) or Industrial/Private clients for whom pumping stations and associated force mains, electrical connection, and standby power have been designed. These references must include the names and contact information of the Municipal Plant Operators with and for whom you worked on each project. Referenced projects shall have been designed and approved by the Maryland Department of the Environment (MDE) under State of Maryland and EPA criteria. References will be contacted by the Town. 4. Statement of Hourly Rates for the entire Study Team. 5. Direct costs for which the Town may be invoiced. (It should be noted here that all Indirect charges are presumed to be absorbed in the hourly multiplier. Be mindful that Direct Costs, if any at all, will be very carefully scrutinized). 6. A clean copy of the Engineer s standard hourly contract, together with standard terms, and conditions for review by the Town. The Town will hold a thorough kick-off meeting with the selected engineer during which project expectations will be discussed. MDE Performance Evaluation criteria, design plans, and relevant data will be reviewed. The Town will provide access to the Town facilities upon prior notice and work closely alongside the engineer during the study period. The engineer shall prepare a final report of findings and recommendations to be presented to the Town Council of Centreville. Award of this hourly consulting contract is expected to be made on or before November 4, 2021. While this is a qualifications-based request, the Town reserves the right to interview selected design teams prior to award. After the award, the engineer should be prepared to provide the Town an approximate breakdown of professional fees based on the defined project scope resulting from the kick-off meeting. The Town may elect to place a budget cap on the total proposed work fee as may be in the best interests of the Town. Work is expected to begin immediately upon award. All Work Shall Comply With Any and All Federal and State Covid-19 Restrictions and Guidelines Regarding Personal Hygiene and Work Space Sanitation in Place Throughout the Time of This Contract. The method of contractor selection has not been determined at this time.
