The goal of the Phase 1 EGCC (Eastern Gateway Community College) Parking Garage Rehabilitation project is to restore the parking garage located at 101 East Federal Street, Youngstown Ohio, to 100% operational capacity by addressing various repair items to extend the life span of the structure and to maintain the delivery of Parking Garage service to support EGCC, downtown employment, and special events at the Covelli Center and public square. The Phase 1 Project, budgeted at a cost not to exceed $5,000,000 was developed utilizing prior Condition Assessments Reports commissioned in 2019. Additional assessment may be required to establish more specific quantities and include such items as field inspection and non-destructive testing methods. The selected design consultant will recommend priorities for repairs. The selected design consultant may suggest alternate concrete repair solutions that could minimize shoring to limit disruption to the occupied first floor tenant and instructional activities and the functioning parking garage operations. The selected design consultant will be required to develop plans and specifications detailed for State of Ohio public bid purposes. The selected design consultant will have experience in assembling construction bid documents in compliance with Ohio Facilities Construction Commission (OFCC) standard guidelines and templates. General Contract delivery with unit pricing will be utilized to manage costs to the owner as certain deck elements become exposed during the construction sequencing. During construction, the design consultant will work directly with the contractor and be responsible for determining repair limits as some deck elements are revealed during destructive testing by the contractor. As of March 15, 2022, the project is on indefinite hold. Further detailed information regarding design and construction has not been identified.
