Construction Services to Construct Stormwater Improvements by Upgrading the Existing Stormwater Infrastructure From West Midland Avenue to North Woodlawn Avenue for the City of Winder. the Project Includes Providing the Materials and Construction Equipment Necessary to Complete, but Not Limited to, the Following Tasks: Demolition of Existing Utilities and Stormwater Infrastructure Install Ditches, Stormwater Pipes, Culverts and Structures. Install All Stormwater Improvements Per Plans. Relocate Existing Utilities Per Plans. Provide Erosion Control Bmp's as Needed and Directed by the City Inspector. Provide Necessary Traffic Control. Complete Required Testing and Construction Surveys (Including as-built Survey) All questions must be submitted in writing to Roger Wilhelm, Utilities Director at roger.wilhelm@cityofwinder.com Proposals must be submitted in a sealed envelope. The Request for Proposal number and the offeror's name and address should be clearly indicated on the outside of the envelope. Emailed proposals will NOT be accepted. The minimum Bonding and Insurance requirements under state law are applicable to public works contracts valued over $40,000 and require: A. A performance bond on the part of the contractor for 100% of the contract price. B. A payment bond on the part of the contractor for 100% of the contract price. C. A bid bond on the part of the contractor for 10% of the contract price. D. All bonds shall be obtained from companies holding certificates of authority as acceptable sureties under state requirements. E. The contractor shall carry adequate contractor's liability insurance. A minimum coverage of $25,000 property and $50,000 bodily injury coverage should be required. The term of the contract shall commence upon award and shall remain in effect for a ninety (120) day period, unless terminated, canceled or as otherwise provided herein. Minor scope additions and/or deletions may be negotiated at any time during the contract term. The subject site is located in the Winder city limits from West Midland Avenue to North Woodlawn Avenue. The owner proposes to install storm water infrastructure improvements. The project construction plans address all aspects of the project, with the exception of the waterline relocation. The City of Winder Utilities Department will direct the contractor on the details of the water main relocation. Carter Engineering Consultants of Watkinsville, GA has completed the site plans for the project. The City of Winder anticipates that the construction can be completed within 120 days of contract award.
