This contract provides for drainage improvements along multiple streets within the City of West Orange. Proposed improvements include regrading existing ditches, removing debris from existing culverts, removing and replacing existing culverts and drainage inlets, installation of additional drainage inlets, repair driveways and street crossings, and all associated appurtenances. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of West Orange or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the Bid Bond. Funding for this project is covered under Section 3 of the Housing and Urban Development Act of 1968. All eligible bidders must comply with Section 3 requirement in regard to meeting or exceeding the required objectives for both hiring and subcontracting. In accordance with these objectives, contractors are required to direct their newly created employment and/ or subcontracting opportunities to Section 3 Residents and Business Concerns. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Any contract or contracts awarded under this Invitation for Bids are expected to be funded by CDBG-DR Contract No. 20- 065-119-C390. A Pre-Bid Conference will NOT be held on this project. All questions shall be received online or in writing via email and addressed by Addendum. Question will be received until July 6, 2021, at 5:00PM, CST. Questions submitted after this time & date will not be answered. The City of West Orange reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of West Orange for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder qualifications prior to the contract award.
