For Crossroads Village Rapid Rehousing Services The County of Fresno Department of Social Services (Department) is requesting proposals from qualified and experienced vendors to provide robust and comprehensive project-based rapid rehousing (RRH) services to help individuals and families exit homelessness and achieve housing stability. The County is seeking a vendor to provide a project-based RRH program for 123 units/households at the Crossroads Village site located at 3737 N. Blackstone Ave. Fresno, CA 93726, with services to begin on October 1, 2021. RH provides temporary, medium-term financial assistance (12 months), combined with case management services to help homeless individuals and families obtain permanent housing and achieve long-term stability. Please note that this program is not a typical 24-month RRH program. Due to the funding being utilized (Emergency Solutions Grant- Coronavirus or ESG-CV) and the habitability standards of the units (referenced further in the section titled Property and Unit Description), this project-based RRH program is 12 months. It is the intent of the County to enter into an agreement with no more than one subrecipient for project-based RRH services. However, the Department is open to partnerships between agencies to provide these services and will consider joint proposals from partnering agencies. The County will consider funding entities that have a history of success in providing case management, rapid rehousing, or other homeless services, and have experience in administering County, State, or Federal funding. The successful bidder shall provide a letter from the Secretary of the Fresno Madera Continuum of Care (FMCoC) demonstrating that they are a member in good standing. Eligible bidders must be legally established entities and may include but are not limited to the following: government agencies, non-profit corporations, private for-profit organizations, partnerships or sole proprietorships, and faith-based organizations.
