The Project includes the following Work: 2021 Street and Utility Reconstruction - to include: street and underground utilities of approximately 5,550 LF of streets including portions of Viking St., Court St., Cardinal St., Roosevelt St., Rose St., Lien St., Fairbanks St., School St., and Anderson St. including excavation, grading, base course, sanitary sewer, storm sewer, water main, curb and gutter, asphalt paving, restoration of the work area, and other miscellaneous items in conformance with the Contract Documents. All Bids shall be accompanied by a certified check or EJCDC C-430 Bid Bond equal to five percent (5%) of the Bid payable to the OWNER. If submitting your bid online through Quest, your bid shall be accompanied with an electronic proof of Bid Bond equal to five percent (5%) of the Bid payable to the OWNER. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The Issuing Office for the Bidding Documents is: Vierbicher, 400 Viking Drive, Reedsburg, WI 53959 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8am and 4pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Bidding Documents are available for purchase in the following formats: Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. This project is expected to be funded in whole or in part with funds provided by the United States Department of Agriculture, Rural Utilities Service and the Community Development Block Grant (CDBG) Program. Information on applicable federal requirements is contained in the Project Manual. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specification" as referenced in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade = 0.6% Goals for female participation in each trade = 6.9% American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. No bidder may withdraw his/her bid within 60 days after the actual day of the opening thereof. The Village of Coon Valley reserves the right to waive any informalities and to reject any or all Bids. The letting of the work described herein is subject to the provisions of Sections 61.54, 66.0901 and 66.0903, Wisconsin Statutes. Wisconsin Statutes pertaining to municipal wage scales and Federal DavisBacon Wage Rates. The following waivers apply to this Contract: De Minimis, Minor Components, and Pig iron and direct reduced iron.
