As of August 1, 2023, a design builder has been selected. Construction is currently underway and anticipated to be complete April 2024. Proposal listed below for reference. The Design/Builder shall provide for a turnkey project which includes all required site survey, building permit acquisition, utility locates, design, site development, sizing and specification of electrical and mechanical equipment, specification and installation of pre-fabricated buildings on elevated foundations, installation of new electrical, mechanical, and chemical treatment equipment, construction inspections, testing, outages, windstorm certifications, and any other services required to restore operational status to the Water Gardens Fountain as detailed herein. Submit all questions through electronically only. Responses will be addressed in writing by addendum for the benefit of all Bidders. Questions will be accepted until the cut-off time designated in the bidding documents Typical interviews include a presentation by the firm and a question and answer period for the panel. Interviews will be evaluated on the criteria listed in the RFQ. Interview scores will then be added to Technical Qualification Review scores to refine the ranking of Qualified Respondents. Design-Builder shall, consistent with applicable state licensing laws, provide through qualified, licensed design professionals employed by Design-Builder, or procured from qualified, independent licensed Design Consultants, the necessary design services, including architectural, engineering and other design professional services, for the preparation of the required drawings, specifications and other design submittals to permit Design-Builder to complete the Work consistent with the Contract Documents. Nothing in the Contract Documents is intended or deemed to create any legal or contractual relationship between Owner and any Design Consultant. The objective of this Project is to restore operational status to the Water Gardens Fountain using the existing underground vault to house all new mechanical equipment and to make connections to existing, fountain piping. All existing mechanical, electrical, and lighting infrastructure associated with fountain operations will be removed and replaced with new infrastructure. All new pumps (display, waterfall, filter, sump) and mechanical equipment shall be installed in the existing underground vault. The underground vault shall also receive new lights, receptacles, ventilation, and gas detection systems. New, pre-fabricated buildings will be installed at the northwest corner of the Selena Auditorium to house new electrical controls and new chemical treatment equipment. The pre-fabricated buildings will be installed on an appropriate foundation to provide a finish floor elevation that is a minimum of 4' above natural ground. The existing fountain lighting shall be replaced with new, multicolored, programmable LED lights using new conduits. The external surface of the fountain and waterfall will be restored to include replacement of broken concrete, concrete cleaning, joint repairs, resealing of concrete, waterproofing of upper and lower fountain basins, refurbishment of the bronze nozzles, and replacement of the missing granite energy dissipators in the waterfall. New electrical controls will provide web-based connection to the City's network allowing City staff to control all fountain functions from remote locations. The Design/Builder shall provide for a turnkey project which includes all required site survey, building permit acquisition, utility locates, design, site development, sizing and specification of electrical and mechanical equipment, specification and installation of pre-fabricated buildings on elevated foundations, installation of new electrical, mechanical, and chemical treatment equipment, construction inspections, testing, outages, windstorm certifications, and any other services required to restore operational status to the Water Gardens Fountain as detailed herein. The completion date for the full design and build of the Project is twelve (12) months from the issuance of the notice to proceed.
