As of April 16 the project was awarded to Gerke Excavating Inc for $5,246,270.33. The work for which bids are asked includes the following: Proposal 1 includes reconstruction of approximately 4,000 lineal feet of urban roadway including 17th Avenue, 15th Avenue, and Commercial Street (CTH B). Roadway reconstruction will include removals of existing pavements, utilities, and utility structures and include installation of approximately 7,900 LF of concrete curb and gutter, 5,600 SY of concrete pavement, 3,500 tons of asphaltic pavement, 33,500 SF of concrete sidewalk and driveways, pavement markings, signage, base aggregate, geotextiles, and all other surface restoration required to complete the project. Utility installations will consist of approximately 3,400 LF of 8-inch through 12-inch PVC sanitary sewer including laterals and manholes, 4,700 LF of 6-inch through 8-inch ductile iron water main including services and associated appurtenances, and 3,900 LF of 12-inch through 30-inch storm sewer with associated structures. Proposal 2 includes reconstruction of approximately 1,500 lineal feet of urban roadway on 10th Avenue (CTH U). Roadway reconstruction will include removals of existing pavements, utilities, and utility structures and include installation of approximately 2,000 LF of concrete curb and gutter, 1,600 tons of asphaltic pavement, 5,400 SF of concrete sidewalk and driveways, pavement markings, signage, base aggregate, geotextiles, and all other surface restoration required to complete the project. Utility installations will consist of approximately 475 LF of 6-inch through 8-inch ductile iron water main with all associated services and appurtenances, 1 sanitary manhole replacement, and 1,000 LF of 15-inch through 36-inch storm sewer with associated structures. Bid Alternates include boring and jacking 5 utility casing installations with carrier pipe for railroad crossings involving water main, sanitary sewer, and storm sewer. Bore and jack installation will require all associated utility connections, roadway and surface restoration. The substantial completion date for the entire project including both proposals with approved bid alternates will be approximately November 10, 2021, with other intermediate completion dates for phases prior to this date. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. BIDDER is required to deliver the original certified check or bid bond within the 72 hours of bid opening to MSA Professional Services, Inc., Attn: Brian Kehrli, 1230 South Boulevard, Baraboo, WI 53913. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bid may be withdrawn within 60 days after the actual date of the opening thereof. The minimum wages to be paid on the project shall be in accordance with Federal Davis Bacon Wage Rates. Federal wage rates can be found at http://www.wdol.gov/dba.aspx#0. Be aware that project Administrators, Bidders, and Contractors are required to use the latest federal wage rate available at the time of bid opening. A portion of the project (10th Avenue/CTH B) is being funded in part by the Wisconsin Department of Transportation, Local Road Improvement Program (LRIP). This project anticipates the use of Community Development Block Grant (CDBG) Funding. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. This project anticipates use of Wisconsin DNR Safe Drinking Water Loan Program OR Clean Water Fund Program funding. We encourage Disadvantaged Business Enterprises (DBEs), including Minority-owned Business Enterprises (MBEs), and Women Business Enterprises (WBEs) to submit bid proposals. A municipality, in awarding prime contracts, and the primary engineer and primary contractor, in awarding subcontractors, are required to make a good faith effort to achieve a combined minimum goal of 15% participation for MBE/WBE utilization in accordance with s.NR 162.09(3), s.NR 166.12(4), and s.NR 167.18(4) Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. The Contractor shall conform to the use of American Iron and Steel provision of H.R. 3547 Consolidated Appropriations Act, 2014, section 436, including all iron and steel products used in the project.
