Request for Proposals for the air rights lease to install and operate a solar photovoltaic canopy on top of the EDIC Parking Garage in the Raymond L. Flynn Marine Park The Economic Development and Industrial Corporation ("EDIC"), doing business as the Boston Planning and Development Agency ("BPDA"), is soliciting responses to a Request for Proposals ("RFP") for the air rights lease to install and operate a solar photovoltaic canopy atop of the Parking Garage ("Leased Premises") located at 12 Drydock Avenue in the Raymond L. Flynn Marine Park ("RLFMP"). The Leased Premises are located the Parking Garage, positioned on an approximately 3.38 acre site, with a footprint of approximately 109,095 square feet and a gross building area of approximately 545,950 square feet. This RFP seeks to secure a new source of renewable energy within the RLFMP, in keeping with the City of Boston and Mayor Walsh's objectives to address climate change and make Boston carbon neutral by 2050. The proposed solar project is expected to adhere to the development, design, and operating guidelines laid out in the RFP, and respondents should be aware of BPDA's ongoing Smart Utilities Vision efforts. This RFP further requires that any development of the Leased Premises be subject and consistent with applicable zoning, BPDA's Chapter 91 Master License for the RLFMP, the 1999 Boston Marine Industrial Park Master Plan, and the Master Plan Update. The BPDA expects an air rights lease price proposal to include a commitment to supply the electricity needs of the Parking Garage in full at no cost to the BPDA and an annual fixed rent payment. The Leased Premises is intended for utilization through a 20-year air rights lease by the BPDA pursuant to the RFP. The Leased Premises is being offered as is, without warranty of any kind, express or implied. If concerned about the Leased Premises condition, legal or physical access and the maintenance thereof, prospective respondents should investigate and conduct whatever due diligence and inspection deemed necessary.
