It is not intended to be all-inclusive, as a detailed scope of work will be developed during negotiations with the selected offeror. Services provided in the planning phase include, but are not limited to, project management, public relations/community outreach, evaluation of existing MSD assets, data collection and review, modeling, hydrologic evaluation, risk assessment and development of a business case evaluation (BCE). The selected offeror shall provide all engineering, alternatives analysis, estimating, risk assessment, and other planning services for final business case evaluation documentation and develop an approach that takes into account flexibility, available land, accessibility, maintenance, reliability, operations, and constructability. Services provided in the detailed design phase include, but are not limited to, project management, public relation/community outreach, geotechnical and surveying services, permit coordination, hydrologic evaluation, risk assessment, development of property acquisition documentation, estimating, and detailed design. The selected offeror shall provide all engineering and other detailed design services required to submit construction plans and details, specifications, and opinion of probable construction cost. Services provided in the construction services phase include, but are not limited to, constructionadministration, support through bidding, materials testing and field engineering. The anticipated term of the contract resulting from this RFQ is five years.
