The Engineer shall provide Construction Engineering and Inspection (CEI) & Geotechnical (GEO) Services for the Port St. Lucie Boulevard North Project. The project includes all work associated with the reconstruction of Port St. Lucie Blvd from Gatlin Boulevard to Darwin Boulevard including approximately 800' of Darwin Boulevard East of Port St. Lucie Boulevard. Improvements include, but are not limited to, milling/resurfacing, utility relocation, sidewalks, underground drainage, signals, lighting, and landscaping as shown in the plans. The Engineer shall perform the following scope of construction related services: 1. Provide constructability review of plans and offer comments and Cost Saving Initiative's (CSI's), as available. 2. Review and become familiar with final (IFC) contract documents (construction plans, specifications, bid documents, permits, etc.) 3. Conduct pre-construction meeting. Prepare response to questions if necessary. 4. Review the following Contractor supplied documents for consistency with the bid documents, plans and specifications prior to site mobilization: A) Construction Project Schedule B) Shop Drawings C) Product Specifications D) Dewatering Plan E) Survey Control Documentation F) NPDES Construction Notification G) Maintenance of Traffic Plan 5. Coordination of daily site inspection by Engineer's Inspector, with the following tasks performed: A. Review contractor's planned activities for the day B. Coordinate testing of materials C. Summarize personnel and equipment present D. Observe construction materials staged onsite E. Observe and monitor offsite drainage and property impacts F. Observe and monitor erosion control measures G. Observe and monitor maintenance of traffic H. Perform periodic checks of contractor's compliance with contract specification requirements I. Photo document site as needed J. Document and summarize resolution of any problems, issues, contract interpretations, etc. K. Complete Daily Work Reports L. Document pay item quantities for constructed/installed materials 6. Provide weekly project progress photos of key construction activities. 7. Coordinate with City staff and/or Public Information Officer (PIO) to provide resident's information and respond to resident complaints. 8. Review and respond to any written Contractor Requests for Information (RFIs) 9. Direct field changes 10. Review and provide recommendations to the City on any change orders necessary to complete intent of project scope. 11. Review and provide recommendations to the City on the Contractor's Monthly Pay Request. 12. Conduct progress meetings and prepare minutes with City and Contractor personnel to discuss construction progress and issues. These meetings will be conducted bi-weekly. 13. Conduct initial and final walk-through inspections of project with pertinent stakeholders and provide City with punch list input. Ensure correction of any deficient items noted on punch list. 14. Review as-built construction plans submitted by the Contractor as well as final geotechnical testing results. The as-built drawings will provide the basis for the certification of construction completion. 15. Assist the City with any public involvement efforts necessary for the project. This includes but is not limited to notification and coordination with residents regarding construction timelines and impacts to their access. 16. Review and provide the City with recommendations and resolution on any claim issue provided to Engineer by the Contractor. 17. Provide and coordinate Geotechnical Services and Testing. The City of Port St. Lucie reserves the right to reject any and all proposals, to waive any and all informalities or irregularities, to negotiate with any qualified Proposers, and to accept or reject all or any part of any proposal as it may deem to be in the best interest of the citizens of the City.
