2. Questions Due: March 8, 2022, by 2:00 PM by email to the Project Manager. Project work includes installation of bulb-outs; pedestrian median refuge islands; crosswalk enhancements; rectangular rapid flashing beacons (RRFBs); speed cushions; signs; and striping, and other work specifically shown in the project documents. The City of Oakland proposes to make safety improvements along various intersections and mid-block locations on Foothill Blvd between Harrington Ave and Cole St, and MacArthur Blvd between 69th and 96th Ave. Project work includes installation of bulb-outs; pedestrian median refuge islands; crosswalk enhancements; rectangular rapid flashing beacons (RRFBs); speed cushions; signs; and striping, and other work specifically shown in the project documents. Questions Due: March 8, 2022, by 2:00 PM by email to the Project Manager. It is the Contractors responsibility to ensure that the email is received by the Project Manager. Any addendum that materially changes the bid invitation shall be issued no less than 72 hours before the bid opening, unless the deadline is extended by said addendum. Basis of Award: Base Bid License Required: Prime must hold an A license and only a licensed C-10 contractor may perform electrical work. Per 23 CFR 635.110(c), bidders are not restricted to submit a bid prior to possessing a license. However, a contractor license is required prior to the award of the contract. Contract Days: 120 working days Liquidated Damages: $2,200 per calendar day Bonds: 10% Bid Security; 100% Payment and Performance Bond DBE Goal: 13%. Local business preference programs are not applied on federally funded projects. Prime contractors are advised to verify the DBE certification status of any subcontractors prior to submittal. Federal Trainees Required: 4 Local Trucking: Not required on federal-funded projects. Self-Performance: 30% minimum, excluding Specialty Items, per Greenbook Section 2-3.2. Refer to Bid Schedule for Specialty Items, if any. Contract Days: 120 working days
