Major components of Project Work consist of: Asbestos and lead based paint abatement. Demolition of existing boiler house and construction of a new 4,700 s/f pre-fabricated metal building with three 1,200 HP steam boilers, Selective Catalytic Reactor, 30,000 gallon LPG storage tank, 210,000-gallon fire water storage tank and pump, piping, paving, fencing, retaining wall excavation, manholes, cast in place concrete, asphalt, electrical raceway, wiring, cable, transformers, pole lines, panel boards, switchgear, generator and related work. Disabled Veterans Business Enterprises (DVBE) and Small Business Enterprise (SBE) participation is encouraged. For security reasons, attendees should arrive no earlier than one (1) hour before meeting time. Participants must pass screening for COVID-19 (by responses to healthcare questions and temperature reading) and are required to show a valid photo identification (ID) (i.e. Driver License), required at the entrance gate, in order to attend the Walk-through. Further, participants must wear N95 respirator at alltimes while on prison grounds. N95 respirators will not be provided by the State and are the responsibility of the contractor to provide for themselves. The mandatory Walk-through will be conducted after the mandatory Pre-bid Conference; there will be no break for lunch. Prospective bidders should plan on a two (2) to three (3) hour tour after the mandatory Pre-bid Conference. Participants will be escorted to and from the project site by custody staff. Prospective prime Contractors are encouraged to invite their potential subcontractors and suppliers to the mandatory Pre-bid Conference and Walk-through. All personnel entering State prison property for the mandatory Pre-bid Conference and Walk-through shall not wear blue outer clothing ( especially blue denim jeans), camouflage clothing, red or orange jumpsuits and blue chambray shirts which could be mistaken for inmate authorized clothing . Refer to the bid documents, Section 01 35 53- Security Procedures, for additional security requirements when entering State prison property, including a list of items which cannot be brought onto State prison property under any circumstances (including, but not limited to; weapons, knives, and alcohol). Also please note that due to social distancing requirements, CDCR requests that only one designated person from each prime contractor and subcontractor attend the bid walk. When walking the job site, groups will be held to a maximum of ten ( 10) personnel. Prospective prime Contractors and potential subcontractors attending the mandatory Pre-bid Conference and Walk-through are required to sign a Request for Security Clearance form and a Digest of Laws Related to Association with Prison Inmates which outlines security requirements and are attachments 01 35 53.1 Attachment A, 01 35 53.2 Attachment B and Section 01 35 53. Agreement in writing to conform to the security requirements contained therein will be required for entry onto the site. Please lock all vehicles. Please leave all cell phones locked in your vehicle and do not bring them into the prison. Personal cameras are not allowed. DGS staff shall take pictures of areas requested during the walk and distribute via Addendum. Additionally, a PICTURE I.D. (Driver's License) is required to attend the mandatory Pre-Bid Conference and Walk-through and to gain access on prison property. N95 face coverings will be mandatory. Attendees are required to bring their own N95 face coverings. For security processing, attendees should arrive no later than thirty (30) minutes prior to the conference to allow time to sign in at the Nurse Training Room. Late arrivals will not be allowed to attend the mandatory Pre-bid Conference or Walk-through. Security Clearance: Bidders' attention is directed to the deadline to contact Ryan Beck, Project Director, at (916) 375-4310 no later than 4:00 P.M., October 13, 2020; and provide (1) full name, (2) telephone number, (3) Social Security Number, (4) Identification Number or California Driver's License Number and expiration year, and (5) date of birth; for security clearance to enter Institution. Blue, black, or acid washed denim trousers, camouflage clothing, red or orange jumpsuits, and blue or black chambray shirts, cameras and recording devices will not be allowed.
