The work to be done in general consists of mobilization, traffic control, water pollution control, demolition, tree removal, potholing of existing utilities, open trench of storm drain, street asphalt concrete pavement by full depth reclamation method, asphalt concrete grind and overlay, concrete curb and gutter, concrete sidewalk, concrete driveway, concrete median, concrete ADA ramp construction, utility adjustments, traffic striping, pavement markings and markers, street lighting, traffic signal modification, landscape and irrigation construction, and all other work as shown on the Plans and as specified in these Special Provisions. The estimated construction cost for the Total Bid ranges from $4,000,000 to $4,500,000. The Contractor shall possess a valid Class "A": General Engineering Contractor License at the time the bids are opened. Further, only a contractor registered with the Department of Industrial Relations (DIR) to bid on public works contracts in California shall be permitted to submit a bid. Furthermore, only subcontrac-tors registered with the DIR to bid on public works contracts in California shall be permitted to perform work or labor or render service under subcontract to the subject contractor. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for Contra Costa County where the work is to be done have been determined by the Director of the California Department of Industrial Relations. The City Council has ascertained that State of California prevailing wage rates are applicable for this and all City projects. "Labor Compliance Requirements (Prevailing Wage/SB 854/etc.)-Contractor shall comply with all labor compliance requirements including but not limited to prevailing wage requirements, SB 854, Labor Code Sections 1771.1 (a) & 1725.5 Public Work Contractor Registration Program, Electronic Certified Payroll Records to Labor Commissioner, and other requirements described on the direct links provided on the document 'Labor Compliance Requirements (Prevailing Wages, SB 854,etc.)' posted on the City's Purchasing website." The bidder's attention is directed to the "Project Stabilization Agreement," section of the special provisions regarding the requirement to enter into a Project Stabilization Agreement ("PSA") for City construction projects funded in whole or in part with City of Concord funds where the engineer's estimate or bid amount exceeds $750,000.00. The PSA also includes a Helmets to Hardhats requirement. Prevailing Wage Rates are also available at the State of California Division of Labor Statistics and Research website *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
