The work for which bids are asked includes the following: Proposal 1 - Elm Avenue Reconstruction: The work for Elm Avenue is for a complete reconstruction of 1,500 LF of roadway. The work includes removal of existing asphalt and concrete pavement, excavation, 5,000 SY of dense graded base, asphalt pavement, doweled concrete pavement, 1,200 LF of 10-foot wide asphalt multi-use path, 3,000 LF of concrete curb and gutter, 800 linear feet of small diameter storm sewer and structures, extension of a concrete sidewalk, rectangular rapid reflecting beacons reconstruction, and all associated surface restoration. Proposal 2 - Field Veterans Memorial Multi-Use Path Construction: The work for the FVM multi-use path includes approximately 1,000 LF of 10-foot wide asphalt multi-use path, concrete sidewalk, and all associated surface restoration. Proposal 3 - Field Veterans Memorial Fishing Pier and Canoe/Kayak Launch: The FVM fishing pier and canoe/kayak launch includes connecting a gangway and a dock to the concrete sidewalk in Proposal 2. The gangway and pier shall be fully accessible. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. BIDDER is required to deliver the original certified check or bid bond within the 72 hours of bid opening to MSA Professional Services, Inc., Attn: Brian Kehrli, 1230 South Boulevard, Baraboo, WI 53913. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bid may be withdraw within 60 days after the actual date of the opening thereof. Proposal 1 is funded by the Wisconsin Department of Transportation Multi-Modal Local Supplement (MLS) program and/or the Local Roadway Improvement Program (LRIP). Proposal 2 and 3 are funded by the Wisconsin Department of Natural Resources Stewardship program. Substantial completion for Proposals 1 and 2 is November 6, 2020. Substantial completion for Proposal 3 and Final completion for all proposals is May 28, 2021. OWNER reserves the right to waive any informalities or to reject any or all bids.
