As of March 6, 2023, the project has been delayed by the owner. Bidding is now expected in November 2023 with construction expected to start in Spring of 2024. The Capital Development Board (CDB) requests qualifications from Construction Management firms to provide Construction Management Services at Agency Professional Services in connection with the above project. Firm acting as a Construction Manager (CM) must be pre-qualified with the Capital Development Board as a CM. A combined MBE/WBE goal of 20 percent is applicable to the team. Some level of participation from both MBE and WBE firms is required to satisfy this goal (this requires including one or more MBE AND one or more WBE firms on the team). A VBE/PBE goal of 2 percent is applicable to the team. The Illinois Works Jobs Program Act Apprenticeship Initiative will apply to all prevailing wage eligible work performed on this project. Professional liability insurance required: $100,000 The interviews for this project are tentatively scheduled for April 20, 2021. Final approval of selection of the Construction Manager is scheduled for the May 11, 2021, CDB Board meeting. The Illinois State Police construction of a new approximately 105,000 square foot combined Forensic Lab and District 5 Headquarters. The facility will include approximately 65,000 square feet of lab space and approximately 40,000 square feet of office and administrative space for various units. The site will require an environmental assessment and possible mitigation. The facility must be designed and constructed to meet the minimum of LEED Silver Certification. There will be a separate commissioning authority assigned to this project Project Delivery Method: Single prime contracts with protected subs will be used on this project as required by the Illinois Procurement Code. The CM will need to assist with planning, reviewing, meeting and monitoring the project schedule and minority-owned and/or women-owned business enterprise goals (MBE/WBE) as defined in the contract documents. The coordination and monitoring of the scheduling of the work will be the responsibility of the CM.
