Los Angeles World Airports (LAWA) Intermodal Transportation Facility West (ITFW) Request for Qualifications (RFQ) submission due July 21st, 2020 at 2:00pm PST Mandatory Business Enterprise Participation - SBE (20%); LBE (10%); LSBE (5%) & DVBE (3%); Local Hire (30%) Swinerton Builders is seeking subcontractors to bid for the Parking Guidance System scope on Los Angeles World Airports (LAWA) Intermodal Transportation Facility West project in Los Angeles, CA. In an effort to develop a list of qualified proposals, Swinerton is requesting additional information to assess your firm's ability to perform work for this project. Comply with the Quality and safety requirements, and meet or exceed the Business Enterprise requirements. Please note that this is a project specific qualification to bid, and in addition to Swinerton's standard/internal pre-qualification requirement. Firm's submissions will be reviewed and considered at the sole discretion of Swinerton and LAWA. Trade Package(s) for this bid include: Parking Guidance System (PGS) Procurement Schedule: Bid Package Available: 8/03/2020 RFP Due: 8/24/2020 @ 2:00PM Notice of Award: (Pending LAWA Board Approval) Construction Start Approximately February 2021 Project Duration September 2020 thru May 2021 The project is a new 4-level parking structure (divided into 6 buildings by expansion joints) with an area of 1,742,102 SF to accommodate approximately 4,691 parking stalls. The site and trailer compound have a construction fencing and gates surrounding the perimeter. The structure will be cast in place concrete and will house approximately a 25,000 SF Security Badging Office at the southwest corner of the Ground Level, about 5,500 SF of Meeter Greeter/Concessions in the area between the Automated People Mover (APM) pedestrian bridges. The project will also require site infrastructure to include but not limited to Site Utilities, Site Concrete, Asphalt Paving, Landscaping/Irrigation and new 94th Street. Project Scope: The scope of work includes, but is not limited to, the following: Camera Based, LPR capable PGS systems installed on Levels 1, 2, and 3 via an exposed track system installed in sleeves down each parking row. Rooftop systems including LPR capable cameras to assist with 'Find my Car' capability in distinct zones across the roof area. Rooftop individual space sensors to identify real-time occupancy. Dynamic variable message signs for illustrating parking counts, both installed within project designed sign bodies, and furnished with sign body by the successful PGS vendor. Integration of PGS parking data and counts with the PARCS system, airport mobile applications, and other systems and agencies. Electrical, low voltage, and network systems work associated with installation and operation of the PGS system within the ITFW environment. Complete testing and commissioning of the PGS system prior to opening of the ITFW structure to the public. The ITF-W scope of work includes a 4-level above grade, concrete parking structure providing approximately 4,300 parking spaces covering over 1,750,000 gross sf, a new 25,000 sf Security Badging Office shell, and ground level Concessions and Passenger Amenities space. The parking structure will include 3 elevator cores containing 3 elevators each. The new parking structure is located at LAX Airport, Landside, within the existing Parking Lot C and Rental Car Facilities requiring re-work/relocation of existing wet/dry utilities. Additionally, a new storm water collection and drywell system will be provided. The Architecture and Landscape design will integrate with the design of the new Automated People Mover and its ITF-West Station to be built adjacent to the project. A PGS (Parking Guidance System) and pedestrian wayfinding signs/graphics will be utilized to guide outbound customers to parking spaces and to their vehicles upon return. The existing LAX Parking Access and Revenue Control System will be extended into the ITFW with entry and exit lanes operating under existing vendor contracts, pricing structures, and operations and maintenance agreements.
