This project is being let using a new single trade bidding and contracting process. When 85% or more of the construction cost of a project could be completed by a Single Trade Contractor (mechanical, electrical, plumbing, or fire protection), the Department may bid and contract all work of that construction project directly to a Single Trade Contractor. The State will enter into a single contract with the lowest, qualified, responsible, certified single trade MEP contractor. Single trade MEP contractors may bid on single trade projects up to their current division of work certification level for that trade. All Work for this project will be awarded to a single trade ELECTRICAL contractor. Bidders shall submit a Single Base Bid for all Work. Only bidders who have been certified by DOA as a qualified and responsible bidder in the ELECTRICAL division of work may bid on this project. Instructional Services is currently fed via a 120/208V feeder from Environmental Sciences. This project creates a new primary room in Instructional Services with a new medium voltage feeder, loop switches, and transformer. Existing medium voltage equipment in Environmental Sciences will also be replaced. Studio Arts, Student Services, and University Union are currently fed via 277/480V feeders from Theatre Hall. This project adds a dedicated medium voltage transformer in Theatre Hall to feed Studio Arts, creates a new primary room with medium voltage feeder, loop switches, and transformer in Student Services, and creates a new primary room with medium voltage feeder, loop switches, and transformer in University Union. Existing medium voltage equipment in Theatre Hall will also be replaced. In addition, the secondary switchgear in these six buildings will be replaced. Panel boards are being evaluated and will be replaced depending on age and condition. New secondary switchboards in each building will add metering to tie into the existing campus metering system. Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted. The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin's prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements on state building projects no longer apply. These changes take effect for projects advertised for bid after September , 2017. This change does not affect the Federal Davis Bacon Act requirements.
