For the furnishing of labor, material and equipment for the construction City Of Raleigh Parks, Recreation, And Cultural Resources Department Sanderford Road Park Comfort Station And Picnic Shelter. The Work consists of the construction of a new comfort station (restroom facility) at Sanderford Road Park. The building is a one-story CMU masonry/wood framed building. The work includes general construction, plumbing, ventilation, electrical systems, concrete slabs on grade, exterior and interior CMU walls, wood stud wall framing, building insulation, waterproofing and moisture protection, standing seam metal roofing, fixed windows, interior and exterior doors, frames, and hardware, interior and exterior finishes, furnishings, accessories and specialties, signage, plumbing systems, ventilation systems, and providing operation and maintenance documentation to the Owner. Project also includes the construction of a new pre-engineered steel picnic shelter and associated site and electrical work. Bids will be received for single prime contracts for General Construction. No proposals will be considered unless at the time of filing the same is accompanied by cash deposit, bid bond, or certified check on a bank trust company authorized to do business in North Carolina in an amount equal to five percent (5%) of the proposal. The City Council reserves the right to reject any or all bids and to waive informalities. In accordance with General Statute GS 133-3, Specifications may list one or more preferred brands as an alternate to the base bid in limited circumstances. Specifications containing a preferred brand alternate under this section must identify the performance standards that support the preference. Performance standards for the preference must be approved in advance by the Owner in an open meeting. Any alternate approved by the Owner shall be approved only where (i) the preferred alternate will provide cost savings, maintain or improve the functioning of any process or system affected by the preferred item or items, or both, and (ii) a justification identifying these criteria is made available in writing to the public. In accordance with GS133-3 the following preferred brand items are being considered as Alternates by the Owner for this project: Alternate G-1 Owner Preferred Alternate to Provide Medeco High Security Locks at Comfort Station Exterior Doors Minority and Women-Owned Business Assistance Program: Pursuant to General Statutes of North Carolina Sections 143-128 and 143-131 and to City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Women-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City's contracting and procurement programs to include - Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their proposal, and how that participation will be achieved. Furthermore, the City's goal is to contract or sub-contract fifteen percent (15%) of the contract amount to Certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding. The goal breakdown is 8% for minorities and 7% for non-minority females. Questions concerning the Bid Package must be submitted to the Civil Engineer in writing by 2:00 PM on February 12, 2020. All Contractors are hereby notified that they must have proper license under the State laws governing their respective trades. A performance bond and a labor and materials payment bond will be required to one hundred (100%) percent of the contract price. Payments will be made on the basis of ninety percent (90%) of monthly estimates and final payment made upon completion and acceptance of work. No bid may be withdrawn for ninety (90) days after the scheduled closing time for bids.
