The Project consists of the demolition of the existing 1.5-million-gallon storage reservoir and replacement with two steel storage tanks at 750,000 gallons each, supervisor control and data acquisition (SCADA) upgrade, filter pump replacement, site piping and storm water system. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidder. Bidders are notified that financing for this project is provided pursuant to the Consolidated Farm and Rural Development Act (7 U.S.C. Section 1921 et seq.) and that as allowed in Public Contract Code Section 22300, this contract does not provide for substitution of securities for any monies withheld by the Owner to ensure performance under this contract. Bidders are further notified that this contract does not permit retainage to be placed in escrow nor to be invested for the benefit of the contractor. Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. Each Bidder shall have a Class General Engineering A California Contractor's license valid and in good standing issued by the California Contractors State License Board. American Iron and Steel Requirements apply to this project as described in Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron and steel: line or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis and minor components waiver applies to this contract.
