City staff shall thoroughly review all bid proposals for conformance with the contract documents prior to making a written recommendation for award to the Elko City Council. The WRF East Primary Clarifier shall receive four coats of protective paint for all normally submerged metal surfaces above and below the high water overflow weirs including; the clarifier sludge bottom scraper blades; the scraper blades support structure; the center feed tube to the mechanical drive unit; the clarifier metal center well structure and center well supports; the clarifier scum arm assembly; the scum arm steel supports; the scum collection box; the exposed scum box piping; exposed sump pipe fittings; and all exposed steel pipe supports located within the East Primary Clarifier tanks structure. The clarifier walkway and walkway support structure located above the East Primary Clarifier overflow weir high water level shall receive three coats of protective paint for all metal surfaces to be coated. Work shall be completed in the field at the City of Elko WRF during normal working hours unless prior arrangements have been made with the WRF Superintendent. The East Primary Clarifier is 70 feet in diameter with 12-foot deep side walls (14-feet at the center well), as shown in the clarifier layout diagrams included in Exhibit 16 of the original bid specifications Questions from bidders that were in attendance at the Pre-Bid Conference will be received at the office of the Elko City Clerk until 3:00 PM, Friday, April 10, 2020. The City Council may formally award the contract to the successful bidder at its regularly scheduled meeting at Elko City Hall on Tuesday, April 28, 2020, after 4:00.P.M, Local Time. The City Council may, in its sole discretion, reject all bids. The award will be made to the lowest responsive and responsible bidder to the extent and in the manner required by law, unless all bids are rejected. The lowest responsive and responsible bidder shall be determined on the basis of price, conformance to plans and/or specifications, the bidder's qualifications, conformance to applicable sections of NRS Chapter 338, and the best interest of the public. The City Council may formally award the contract to the successful bidder at its regularly scheduled meeting at City Hall on Tuesday, March 10, 2020, after 4:00.P.M, Local Time. The City Council may, in its sole discretion, reject all bids. LABOR COMMISSIONER: The Nevada Labor Commissioner's identifying project number is PWP No. EL-2020-122 for this project. NRS 338.013(1) requires the Labor Commissioner's identifying number to be included in any bid or other document submitted in response to the advertisement or other type of solicitation. The City of Elko reserves the right to accept or reject any and/or all items specified in the bid proposal and further reserves the right to waive any minor technicalities in the bidding documents.
