The City of Columbia, Parks and Recreation Department is seeking a contractor to complete Phase II of the Columbia Sports Fieldhouse. Project shall consist of a gymnasium space with four (4) courts, multipurpose room, associated lobby and support space. Contractor shall complete project during occupancy and day-to-day operations of the facility. Bidder shall submit an original bid bond, in an amount of not less than five percent (5%) of base bid and alternates, to the Purchasing Division, prior to the bid closing date and time Pursuant to sections 290.210 to 290.340 RSMo, including the latest amendments thereto and unless the project is exempt from payment of prevailing wages pursuant to Section 290.230 RSMo (projects over seventy five thousand ($75,000.00) dollars). Contractor shall pay all workers on the project prevailing wage per the Missouri Division of Labor Standards Annual Wage Order No 30, attached as Attachment 4. The City of Columbia reserves the right to award all; one or none of the line items, to accept or reject all of part of the bid and to waive technicalities to accept the response of the Purchasing agent considers the most advantages to the City. Contractor hereby agrees to complete the work in the base bid described no later than three hundred and sixty five (365) calendar days from the Notice to Proceed. Three hundred and thirty five (335) of those calendar days shall be with substantial completion. Contractor shall agree to allow a deduction of two hundred fifty dollars ($250.00) per calendar day, from final payment as liquidated damages for each day that completion is delayed beyond said completion date established.
