The Site of the Work is located approximately 300 feet north of the bridge for State Route 163 along the banks of the Colorado River in Laughlin, Nevada. The Work consists of the development and testing of an existing well. The stainless steel well was drilled and constructed in the Summer of 2019, however, limited development has occurred. Approximately 40,000 gallons of drilling fluid and formation water were removed from the well and stored in Baker tanks. The fluid was disposed of at a landfill facility. The well was treated with Aqua-Clear PFD (while swabbing) afterwards and allowed 2 days of chemical reaction time. Approximately 4 hours of actual air-lift development occurred when the project had to be stopped due to a technical problem. The screen is Johnson Screen stainless steel Super-Vee (thicker than standard wire-wrap). A technical constraint to the project involves the handling, treatment, and discharge of drilling fluids and development water. Development fluids must be routed through the Town of Laughlins raw water intake from the Colorado River. As such, development occurs when the surface water station is not providing water for the community and must be limited to 6 hours per day. Once turbidity levels reach an acceptable limit, water from the well can be processed by the plant. Question Cutoff Date: 11/28/2019 01:00 PM (ET) The Owner requires the Project commence within 30 consecutive Calendar Days after the effective date of the Final Notice to Proceed and the Project be completed within 45 consecutive Calendar Days after the effective date of the Limited Notice to Proceed. Bidders will be required to provide Bid Security. The Contractor will be required to furnish a Construction Performance Bond and a Construction Payment Bond as security for faithful performance and payment of all bills and obligations arising from the performance of the Contract. The Owner reserves the right to reject any or all Bids, including, without limitation, the right to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids, and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of Owner to make an award to that Bidder. The Owner also reserves the right to waive informalities. Bids will be evaluated as prescribed by the Contract Documents and Nevada State law.
