The City of Port St. Lucie desires to obtain quotations from qualified individuals, firms, and legal entities relative to the Jessica Clinton Park Multiuse Field Drainage Improvements located at 3200 SE Southbend Boulevard. This work shall be in accordance with the plans and specifications of the bid documents. The Contract period is one hundred twenty (120) calendar days with no option to renew. It is the intent of the City to enter into a unit price contract with one (1) qualified Contractor to provide all the labor, supervision, equipment, machinery, tools, materials, permits, transportation, utilities, and other incidentals required to complete the work in accordance with the Contract Documents for the Jessica Clinton Park Multiuse Field Drainage Improvements. All work shall be in accordance with the Construction Plans prepared by American Consulting Engineers of Florida, LLC consisting of pages 1 - 6. The approved license for this project is a State of Florida General Contractor license. It is the Contractor's responsibility to verify with the City's Building Department that they possess the proper City licenses to perform the work prior to submitting a bid. SCOPE OF WORK The project consists of reworking the existing sports field to provide a well-drained soil profile with underdrain to support the vigorous growth of turf. More specifically. the work shall consist of: Clearing and grubbing the limits of proposed work Excavation of the existing ground to a suitable subgrade elevation Replacement of the existing sprinkler system pipe Installation of underdrain system and filter fabric o Replacement of drainage structures with connection to proposed underdrain and existing drainage system Placement, compaction and grading of well drained sand fill (1' min. depth) to proposed grade with 1:4 maximum slope tie down to existing around perimeter Completion of irrigation system replacement and sod field and disturbed area. Included in this work will be erosion and sediment control provisions as required to prevent the transport of sediment beyond the limits of required soil disturbance, to be paid for under the lump sum Mobilization Bid Item No. 101-1. NOTE: The City may not accept proposals from firms that have had adversarial relationships (filed disputes) with the City or firms that have represented entities that have had adversarial relationships with the City. This includes the firm, its employees and their financial or legal interests. NOTE: The City will not enter into a contract or conduct business with any firm or any personnel that is listed on the Federal, State, or other local government agencies, Excluded Parties List, Suspended List or Debarment List. Contractor is to provide all materials, supplies, labor, and equipment necessary for a complete project based on all specifications and any contract amendments that may be deemed necessary. Each Bidder(s) must deposit with his/her bid, a bid bond, or bid guaranty, in the amount five (5%) percent of the bid total, made payable to the City of Port St. Lucie. The Bid Bond must be scanned and uploaded onto DemandStar.com along with all other required documents, thus showing evidence that a Bid Bond was obtained. Bidders will send the ORIGINAL Bid Bond to the City immediately after the opening date. The original Bid Bond must be received within five (5) business days of the opening or the bid may be deemed non-responsive. Bidding contractors must comply with all Florida Department of Transportation (FDOT) standards/specifications required for the work and materials to complete this project. All bids must be received by the date and time specified above, when they will be opened and publicly read aloud. The bid time shall be scrupulously observed. Bids uploaded to Demandstar.com after the time specified shall not be accepted or considered. It is the sole responsibility of the Bidder to ensure that his or her bid is uploaded before the closing date and time. The City shall in no way be responsible for delays caused by any power outages or internet failures. No exceptions will be made. The City of Port St. Lucie reserves the right to waive any and all informalities or irregularities, to accept or reject any and all bids, in whole or in part, to solicit and re-advertise for new bids, abandon the project in its entirety, or take other such action as serves the best interests of the City. It is the Bidder's responsibility to ensure that bids are uploaded to Demandstar.com prior to the date and time specified above. Receipt of a bid in any other form does not satisfy this requirement. No hard copies will be accepted. Submit all questions in writing concerning procedures for responding to this bid or regarding the Contract Documents, to Robyn Holder in the City of Port St. Lucie Procurement Management Department, 121 SW Port St. Lucie Boulevard, Port St. Lucie, Florida 34984, Phone (772) 344-4293, Fax (772) 871-7337, and email: rholder@cityofpsl.com. The City will not be responsible for oral clarification of questions. The last date for questions is August 8, 2019 by 3:00 P.M. All answers will be posted on August 13, 2019 by 3:00 P.M.. No late questions will not be answered. To ensure fair consideration for all Bidders, it must clearly understand that Ms. Holder is the only individual authorized to represent the City during the bidding and contract award time frame.
