As of August 11, 2022, construction has commenced. A timeline for completion has not been confirmed. This is a qualifications-based selection process as authorized by ARS 34-601 through 34-612. Based on the criteria established in this RFQ, an evaluation committee will select a shortlist of three (3) to five (5) Respondents deemed to be the most qualified to provide the services required. The selection of the shortlist Respondents will be based on demonstrated competence and qualifications only. Fees, price, man-hours, or any other cost information will not be considered in the selection of the shortlist. After the shortlist is selected, the County's Selection Committee will conduct interviews of the shortlist Respondents, and a final list of at least three (3) but no more than five (5) Respondents will be developed and ranked. The County may then commence negotiations for a contract with the highest ranked Respondent on the final list for the required services. The negotiations shall include consideration of compensation and other contract terms and conditions the County determines to be fair and reasonable. In making this determination, the County shall consider the estimated value, the scope, complexity and nature of the required services. If a satisfactory contract cannot be negotiated with the highest ranked firm on the final list at a price or on other contract terms, then the County will formally terminate negotiations, and may begin negotiations with the next highest rated firm on the final list, in sequence, until an agreement is reached. Yavapai County reserves the right to reject any or all SOQs, to waive formal deficiencies, and to accept the SOQ deemed to be in the best interest of Yavapai County. .
