Per the owner, as of January 8, 2024, this solicitation is not project specific. The owner states that additional information cannot be provided at this time. The owner states that a prequalifying list will be available resulting from the solicitation expiring in 2025. ............... Metropolitan is seeking qualified Consultants to provide various engineering services for new facilities and rehabilitation of existing facilities relating to the conveyance, storage, treatment, and distribution of water, facilities with large rotating equipment, and power distribution facilities. Services provided will include planning; investigations; technical analysis; technical reviews; conceptual, preliminary, and final design; cost estimation, engineering support during bid advertisement and construction, and other project support tasks. Engineering planning services, specifically, will include studies that address system resilience, reliability, vulnerability, and flexibility. Additionally, the consultant will also assist with facility investigations and condition assessment, among other facility planning tasks. Metropolitan is currently developing its Asset Management Strategy, and the consultant will assist in developing components of the strategy. Services will be requested in a manner that provides the most flexibility and support to Metropolitan. For some programs and/or projects, Consultant shall provide an entire design team (providing process, hydraulic, civil, structural, mechanical, fire protection, electrical, instrumentation, and control engineering and architectural design services). For other programs and/or projects, Consultant may be required to provide an individual or team of individuals, with specific skills as described in this RFQ to perform a service in its entirety. For those programs or projects where resources are required to provide specific project services to augment existing Metropolitan staff expertise, or provide a project services team, or an individual, Metropolitan's Agreement Administrator will initiate specific work requirements through defined scopes of work (provided to pre-qualified respondents). Other Details 1. Consultant shall perform planning services that address system resilience, reliability, vulnerability and flexibility. 2. Consultant shall perform investigation, conceptual, study, and preliminary design services for new facilities and rehabilitation of existing facilities. 3. Consultant shall perform final design services which may include, but are not be limited to: preparation of engineering calculations; final design submittals of construction documents including drawings created per Metropolitan's CAD standards; CSI-format specifications in MSWord format; cost estimates; local fire department interactions; and document addenda, as required. Consultant shall, to the extent possible, assign the same staff involved with the final design design phase to provide construction support services. 4. Metropolitan may request services that are not included in the aforementioned lists. Additional services may include computational fluid dynamics modeling; surge analysis; cost-benefit analyses; cost estimating at conceptual and preliminary design stages and at final design submittals; review of engineering drawings, specifications, geotechnical reports, feasibility reports, and other submittals to Metropolitan (by third parties who are proposing new facilities) to analyze their impact on Metropolitan's current and future facilities; and other specialized process engineering studies and construction-phase support services. Construction-phase support services may include shop drawing review, site investigation, review and proposed responses to contractor requests for information documents, claims analysis, and engineering analysis. 5. As part of assigned preliminary and/or final design work, Consultant may be required to participate in value engineering and constructability review workshops. Metropolitan at its discretion will contract with an independent value engineering and constructability-engineering firm to review Consultant's design drawings and specifications. Consultant shall participate, support, review, respond to, and implement recommendations that are developed during the value engineering and constructability workshops. 6. As part of assigned preliminary and/or final design work, Consultant may be required to incorporate sustainable infrastructure practices consistent with the Institute for Sustainable Infrastructure's (ISI) Envision Rating System and ENV SP credentialing. Metropolitan may also require, at some time, the services of accredited "LEED" staff to incorporate elements of "green building" design in to projects. LEED (Leadership in Energy and Environmental Design) is an energy-efficient design certification process. 7. Consultant services will generally be performed at the Consultant's office(s). However, at times, fieldwork and/or presentations and meetings may be required at Metropolitan's Union Station facility or other Metropolitan facilities or at job site locations. Metropolitan does not provide parking within its parking structure at Union Station for consultants, nor will it reimburse a consultant for parking fees at Union Station. 8. Respondents are highly encouraged to include independent architectural services firms during the preliminary and final design processes.
