The City of Ames is requesting proposals from qualified engineers to develop and write plans and specifications and provide consulting and engineering assistance as required for a controls upgrade project for two (2) combustion turbine generating units for the Electric Services Department. Questions Deadline: 9/21/2022 05:00 PM (CT) SCOPE OF SERVICES : Phase 1 - Development of Plans and Specifications and Scope of Work The selected engineering firm shall work with COA personnel to prepare detailed plans and specifications for the best possible, plant-specific configuration for two new control systems which shall include, but not be limited to: 1. Work scope, plans, specifications, and work requirements with sufficient information for inclusion with invitations to bid issued by COA for the sourcing, procurement, assembly, installation, and commissioning of a new, complete, operating DCS control system. The new control systems shall be capable of engine, generator, and BOP control, and have full visibility both locally and from the Steam Electric Plant. The new systems shall integrate with the Steam Electric Plant's Emerson Ovation control system which will be version 3.8 at the time of the gas turbine controls upgrade. The new systems shall be designed to reduce overall system complexity by using a common control scheme for each gas turbine. 2. Assessing and determining the capability of existing subsystems to determine their functionality and compatibility with the new control system, with the goal of not affecting system reliability or impacting system longevity. These subsystems are, but are not limited to: a. GT1 i. Basler Electric DECS-200 generator excitation system ii. Bently Nevada High Temperature Piezo-Velocity Sensor (HTVS) iii. Bently Nevada 2201 vibration monitoring system iv. Field instrumentation including pressure transmitters, flowmeters, level switches, and level transmitters v. Allen-Bradley ControlLogix PLC; responsible for: 1. Governor controls 2. Auxiliary system sequencing 3. Principle sequencing functions 4. Alarm and trip logic 5. Site communication b. GT2 i. Schweitzer SEL-2032 real-time automation controller (RTAC) ii. Beckwith integrated generator protection system (IGPS) iii. Brush Prismic automatic voltage regulator (AVR) iv. Bently Nevada 3500 vibration monitoring system v. Field Instrumentation including pressure transmitters, flowmeters, level switches, and level transmitters vi. Woodward LQ25 liquid fuel meter valve drivers vii. GE FANUC 90/70 PLC sequencer viii. Allen-Bradley ControlLogix PLC; responsible for: 1. Governor controls 2. Site communication 3. Assessing the ability of the GT1 and GT2 fire protection systems to communicate with the new DCS control systems. If the fire protection systems are not capable of communicating with the new DCS control systems in their existing state, a determination shall be made of how the existing fire protection systems can be made to communicate with the new DCS control systems. GT1 has an Associated Fire Protection CO2 fire protection system. GT2 has a Wilson fire protection panel system. 4. Providing site issues and description with existing or modified general plant arrangements and equipment drawings 5. Stating Owner's responsibilities regarding the installation and commissioning of the new system 6. Stating Contractor's responsibilities regarding the installation and commissioning of the new system 7. Listing of applicable codes and standards that shall be followed for the work 8. Recommending amendments to COA standard warranty requirements 9. Providing an engineering estimate of the cost of procurement, assembly, installation, and commissioning of the control system and associated hardware including field instrumentation 10. Providing a list of potential bidders with relevant project experience and contact information All plans, specifications, drawings, and related documents must be certified by a professional engineer who is licensed and currently registered in the state of Iowa. Phase 2 - Other Related Assistance 1. Assist as needed throughout the bidding process in responding to questions and providing data and information related to the system design if requested by bidders 2. Meet with staff as required for the project 3. Assist City staff in facilitating contractor pre-bid and pre-construction meetings, if necessary 4. Assist the City with addenda as needed during the bidding phase Phase 3 - Factory Acceptance Tests and Site Installation Assistance 1. Attend factory acceptance tests (FATs) with City staff 2. Answer questions regarding plans and specifications throughout the installation phase 3. Assist the City with monitoring installation progress No bidder may withdraw their proposal for at least sixty (60) days after the scheduled closing time for receiving proposals. The City of Ames reserves the right to reject any or all bids, to waive informalities, and to make such awards as it shall deem to be in the best interest of the City .
