The proposed Work is generally described follows: The project includes, but is not limited to the following base bid quantities: The project includes, but is not limited to the following base bid quantities: 970 linear feet of water main (6-12"), 14 5' diameter valve vaults, 2,691 linear feet of storm sewer (12-72"), 10 high capacity inlets; 10 catch basins (4-6' diameter), 7 storm manholes (4-6' diameter), 3,065 linear feet of sanitary sewer, 14 sanitary manholes (4-7' diameter), 10,958 square yards of pavement removal and replacement, 4,728 linear feet of curb and gutter removal and replacement, 6,980 square feet of sidewalk removal and replacement, 1,447 square yards of driveway removal and replacement and all other appurtenant work and materials necessary to complete the project. All proposals must be accompanied by a bid bond, certified or cashier's or a bank draft in an amount equal to at least five percent (10%) of the bid, payable without condition to the City of Elgin, Illinois, which sum shall be forfeited in case the successful bidder fails to enter into a binding contract and provide a properly executed contract surety bond within 15 days after the contract is awarded by the City Council. The successful bidder shall be required to furnish a Performance and Payment Bond equal to one hundred percent [100 %] of the total contract price as security for the faithful performance and the payment of all bills and obligations arising from the performance of the contract. The successful bidder and all Subcontractors shall be required to conform to the labor standards set forth in the Contract Documents. The successful bidder shall pay prevailing wage and shall provide certified payrolls to the City for the duration of the Project. The successful bidder shall submit a list of qualified references for projects similar size and scope of the project. Proposals withdrawn may not be resubmitted at the same letting. Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The right is reserved to reject any or all bids or to waive technicalities and any informality in any bid. This is an Illinois Prevailing Wage Project. It follows the Elgin Responsible Bidders Ordinance and Elgin Residency Requirements.
