A bidder's failure to appear at the pre-bid conference will equate to a non-responsive bid. The Greene County Board of Commissioners cannot accept a non-responsive bid. Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. All contractors and subcontractors involved with the project will to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required. Bidders must comply with the prevailing wage rates on Public Improvements in Greene County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, (614) 644-2239. Any inconsistency discovered within these documents shall be brought to the attention of the Greene County Sanitary Engineer for clarification. The prospective Bidder in writing shall submit such requests. Clarification of the apparent inconsistency shall be made by a written communication issued by the Greene County Sanitary Engineer. Such communications shall be attached to and become part of these documents and shall be binding upon all parties thereto. The proposals must be made on the forms provided therefor in the contract documents, or a copy thereof, with a price quoted for the work, the price of labor and materials to be separately stated. The Board of County Commissioners reserves the right to accept or reject any or all proposals; to waive any informalities or irregularities in the bids received, or to accept any proposal which is deemed the lowest and best to the County of Greene, at the time and under the stipulation in the GENERAL PROVISIONS.
